StraCon Services Group, LLC is seeking a Full-Time Senior Program Financial Analyst in Patuxent River, MD to support an Unmanned Aerial Vehicle Program Office (PMA). The Senior Financial Analyst will perform complex analytical and evaluative work requiring a comprehensive knowledge of: (1) financial management theory and principles; (2) financial and management organizations, operations, and practices; (3) pertinent statutory and regulatory provisions; and (4) related economic, accounting, and legal principles. The position provides financial support to program and project personnel throughout the acquisition lifecycle, including financial tracking, budget formulation, budget execution, financial reconciliation, and overall program financial management. In addition, the Senior Financial Analyst will be responsible for, but not be limited to, the following requirements:

Essential Job Duties:
  • Conduct quantitative analyses of information affecting investment programs of public or private institutions.
  • Provides financial and/or accounting support to the activity Accounting Department, Budget Department, Financial Systems Department or Business Operations Department, and other organizational support elements and other activities.
  • Leads the execution of complex tasks.
  • Performs more complex analytical and evaluative work requiring a comprehensive knowledge of:
    • Theory and principles.
    • Financial and management organization, operations, and practices.
    • Pertinent statutory or regulatory provisions.
    • Related basic economic, accounting, and legal principles.
  • Assists program/project personnel with financial tracking, budget formulation, execution, and overall financial support.
  • Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations.

Desired Experience:
  • Demonstrated financial management experience supporting Department of Defense (DoD)/ Department of War (DoW) acquisition programs, with a strong understanding of budget formulation, budget execution, financial reconciliation, and overall program financial management. Experience supporting a Business Financial Manager (BFM) and executing program funding is highly desired.
  • Current, hands-on experience using the Common Spend Plan Tool (CSPT) and Navy Enterprise Resource Planning (NERP) is strongly preferred. Candidates should understand the execution of funding within NERP, the linkage between CSPT, PMT, and related financial management tools, and how these processes support program execution and achievement of financial benchmarks.
  • Experience supporting Naval Air Systems Command (NAVAIR), Program Executive Office (PEO), or Program Management Air (PMA) acquisition programs is preferred.
  • Strong analytical, organizational, and communication skills with the ability to interpret financial data, identify trends, and provide recommendations to program leadership.
  • Proficiency with Microsoft Office Suite, particularly Excel, and experience preparing financial reports, budget exhibits, and program execution metrics.

Travel Requirements:
  • Less than 5%

Experience Requirements:
  • At least eight (8) years financial management experience. Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and demonstrated knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), PPBE and five (5) years of DoN procurement policies and procedures experience. Navy ERP knowledge is required.

  • Minimum Secret clearance required OR must be eligible to apply and be granted interim DoD interim clearance prior to employment.

Educational Requirements:
  • MA/MS Degree in business, management or relative technical discipline.
  • Allowable Substitutions for Education include:
  • Bachelor's Degree plus two (2) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

  • Associate Degree plus four (4) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

OR
  • Six (6) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

The estimated base salary range for this position is $108,000.00 - $131,000.00. The offered rate will be based on the selected candidates level of knowledge, education, experience and skill sets.
