Senior Manager, U.S. Operational Resilience

Position Summary

Reporting to the Head of U.S. Operational Resilience, the Senior Manager is responsible for leading and enhancing the Bank's Operational Resilience Program to help ensure Critical Operations can continue through severe but plausible disruption events. The role partners with business lines, including Global Banking & Markets, technology, risk, and support functions to strengthen resilience capabilities, meet regulatory expectations, and support recovery and resolution planning activities.

Key Responsibilities
• Lead the execution and continuous improvement of the U.S. Operational Resilience Program.
• Coordinate and facilitate Operational Resilience activities with business partners, including Critical Operation Assessments, dependency mapping, Impact Tolerance (ITOL) statement development, vulnerability identification and remediation and scenario testing.
• Engage and influence Directors, Managing Directors, and senior stakeholders to drive decisions, accountability, and timely completion of resilience deliverables.
• Partner with Global Banking & Markets stakeholders to understand products, processes, operating models, client-facing activities, and key operational dependencies.
• Lead resilience workshops, challenge sessions, and governance discussions with business and functional stakeholders.
• Drive remediation of operational resilience issues and vulnerabilities
• Coordinate severe-but-plausible scenario testing and drive lessons learned, remediation activities, and outcome assessments.
• Support executive, Board, audit, and regulatory reporting on resilience risks, testing outcomes, remediation status, and program maturity.
• Partner with Business Continuity, Technology, Cyber Security, Third-Party Risk Management, Operational Risk, Recovery Planning, and Resolution Planning teams to promote an integrated resilience framework.
• Support regulatory examinations, issue remediation, and ongoing compliance with applicable resilience requirements.
• Coach and develop operational resilience professionals while promoting a culture of accountability and continuous improvement.

Qualifications
• Bachelor's degree required; advanced degree or professional certification preferred.
• 8+ years of experience in Operational Resilience, Operational Risk, Business Continuity, Technology Risk, Cyber Risk, Recovery Planning, Resolution Planning, or a related discipline.
• Experience leading enterprise-wide resilience assessments, dependency mapping, and scenario testing programs within the financial services industry.
• Exceptional executive communication, stakeholder management, facilitation, and influencing skills, with the ability to engage Directors, Managing Directors, regulators, and other senior stakeholders.
• Experience supporting internal audits, risk reviews and regulatory examinations.
• Proven ability to lead cross-functional initiatives and deliver outcomes in a complex, matrixed environment without direct authority.

Knowledge & Expertise
• Deep understanding of Operational Resilience, Business Continuity Management, Technology and Cyber Resilience, Crisis Management, Third-Party Risk Management, Operational Risk Management, Recovery and Resolution Planning.
• Knowledge of Global Banking & Markets businesses, including Corporate Banking, Capital Markets, Sales & Trading, Treasury, Payments, and related support functions.
• Familiarity with financial market infrastructures, clearing houses, custodians, payment systems, exchanges, and other external dependencies supporting critical operations.
• Understanding of third-party and fourth-party risk considerations, including concentration risk, substitutability, exit strategies, and severe disruption scenarios.

• Knowledge of technology architecture, application dependency mapping, data flows, cloud services, and technology resiliency concepts relevant to critical business services.

• Experienced in identification of Critical Operations, development of Impact Tolerances, assessment of Minimum Viable Operations (MVOs), dependency mapping, scenario testing, development of capabilities to work around the loss of key dependencies.
• Knowledge of applicable regulatory requirements and supervisory expectations, including OSFI Guideline E-21, PRA SS1/21 Operational Resilience, PRA Operational Resilience Requirements, and Federal Reserve, OCC, FINRA and FDIC guidance related to operational resilience, operational risk, business continuity, cyber resilience, and recovery and resolution planning.

• Demonstrated improvement in resilience program maturity through lessons learned, control enhancements, and continuous improvement actions.
• Strong partnership with Global Banking & Markets stakeholders to embed resilience expectations into business planning, change initiatives, and operational decision-making.
