Job Description:

The Governance and Control Manager serves as the strategic security and technology risk partner to Domain Owners Governance and Control Manager, ensuring that the supported domain operates with strong, consistent, and measurable control management practices. This role drives the creation, adoption, and continuous improvement of standards, procedures, and controls across the domain. The Governance and Control Manager acts as the domain subject matter expert and central point of coordination for audit exams, regulatory exams/responses and issues resolution. They ensure transparency, readiness, and alignment with enterprise control expectations. This role will also partner with the second line of defense to demonstrate control domain oversight.

Key Responsibilities

Security and Technology Standards, Procedures & Governance

  • Maintain and continuously improve domain‑specific standards, procedures, and implementation guidance.
  • Ensure alignment with enterprise policies, regulatory requirements, and industry frameworks.
  • Partner with Domain Owners and SMEs to operationalize standards into useful tooling and actionable, repeatable processes.
  • Identify gaps, emerging risks, and areas requiring uplift; drive remediation plans and governance routines.

Compliance Measures, Metrics & Reporting

  • Define, implement, and maintain domain‑level compliance measures, KPIs, and KRIs at the direction of the Domain Owner
  • Establish measurement methodologies and evidence requirements to ensure consistent reporting.
  • Provide requirements for clear, decision‑ready dashboards and narratives for Domain Owners, senior leadership, and risk committees.
  • Monitor control performance and compliance trends, escalating material risks and aging issues.
  • Develop thematic analysis and publication of issues within your domain.
  • Accountable for maintaining the RCSA control library / inventory for the domain being covered.
  • Ensure testing is completed in accordance with the Domain / Control testing program requirements. Note: RCSA testing will be completed by the central GRC team. Any non-RCSA controls will need to be governed by the leader in this role (e.g., PCI, SOX, PayCan).

Audit Engagement

  • Serve as the internal primary point of contact for internal audits, external audits, and regulatory examinations related to the domain. Other teams interface externally with regulators and external auditors; this role faces off to their internal partners.
  • Coordinate evidence collection, walkthroughs, SME engagement, and response management related to domain controls and standards.
  • Maintain audit‑ready documentation, control descriptions, and process artifacts for the domain.

Issue Management

  • Ensure findings are accurately understood and shared with the Domain Owner.
  • Draft remediation plans, activities, interim milestones and sustainability steps, adding controls to the control library for sustainability as required.
  • Drive remediation of open issues through defined action plans and track them to closure.
  • Provide status reporting for issues within the Domain Owner’s area of responsibility that are owned and being remediated by that Domain Owner. (These issues should be distinguished from issues arising from broader control gaps beyond their direct ownership.)

Risk Advisory & Stakeholder Engagement

  • Advise Domain Owners on risks, control expectations, and regulatory impacts.
  • Build strong relationships with Technology, Operations, Compliance, Audit, and Enterprise Security teams.
  • Facilitate structured touchpoints, governance routines, and risk discussions.
  • Promote a culture of accountability, transparency, and proactive risk management.

Enterprise Control Adoption & Program Management

  • Lead domain‑level adoption of enterprise controls, frameworks, and tooling.
  • Manage programs that drive consistent implementation, measurement, and validation of controls.
  • Partner with enterprise teams to translate control requirements into domain‑specific execution plans.
  • Track adoption progress, identify blockers, and ensure sustainable control operation.

  • Information security certification / accreditation an asset
  • 10+  years of relevant experience
