Full Job Description
The Position:

This position is awaiting contract award.

We are seeking an elite Senior Budget Analyst designated as Key Personnel to lead high-level financial management, formulation, and execution strategies for the F/A-18 variants program at NAS Patuxent River. In this critical role, you will serve as the principal financial strategist, managing extensive funding streams and evaluating complex defense accounting data. You will ensure absolute compliance across all program resources, directly safeguarding the mission readiness and sustainment of naval aviation assets.

Responsibilities:
  • Lead the evaluation, quality control, and validation of comprehensive program budget estimates to guarantee absolute completeness, accuracy, and strict conformance with federal regulations.
  • Critique, interpret, and reconcile intricate budgeting and accounting reports to identify systemic execution trends, mitigate variances, and optimize funding benchmarks.
  • Architect long-range financial projections, spend plans, and budget justification materials aligned with complex NAVAIR acquisition and modification schedules.
  • Synthesize high-visibility financial and accounting metrics to author, review, and deliver executive-grade financial status briefs and formal correspondence for program leadership.
  • Oversee financial tracking and alignment with the Planning, Programming, Budgeting, and Execution (PPBE) cycle and the DoD Financial Management Regulation (FMR).

Qualifications:
  • Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation.
  • Master of Arts (MA) or Master of Science (MS) degree from an accredited institution.
  • Over 10 years of progressive defense financial management, budget formulation, or accounting analysis experience performing the functional duties described above.
  • Skills: Elite analytical and financial data-modeling capabilities, mastery of enterprise financial software (such as Navy ERP), and the executive presence required to interface directly with senior military and civilian stakeholders.

Desired Experience;

  • 5+ years of direct experience supporting NAVAIR, with a deep understanding of Navy enterprise funding frameworks and program office operations.
