Full Job Description
The Position:

This position is awaiting contract award.

We are seeking an elite Senior Foreign Military Sales (FMS) Analyst to lead high-level international defense cooperation, case management, and lifecycle sustainment efforts for the F/A-18 variants program at NAS Patuxent River. In this senior strategic role, you will serve as a principal advisor and case architect, overseeing multi-million dollar international portfolios. You will ensure that complex requirements, long-range financial execution, and technology transfer milestones are flawlessly executed in strict compliance with the Defense Security Cooperation Agency (DSCA) and Department of the Navy (DoN) policies.

Responsibilities:
  • Lead the development, negotiation, complex execution, and final reconciliation of high-value Letters of Request (LOR), Letters of Offer and Acceptance (LOA), Price and Availability (P&A) definitions, and major case amendments/modifications.
  • Oversee the financial health of the FMS portfolio by designing and critiquing complex obligation and expenditure phasing plans, driving case closures, and ensuring absolute adherence to the DoD Financial Management Regulation (FMR).
  • Serve as a primary interface and strategic advisor between senior NAVAIR program office (PMA) leadership, international military dignitaries, the DSCA, Navy International Programs Office (NIPO), and prime defense contractors.
  • Direct the collection, integration, and interpretation of extensive data streams across international aircraft delivery schedules, global logistics pipelines, and weapons modification programs to mitigate risk.
  • Enforce strict compliance with the Security Assistance Management Manual (SAMM), International Traffic in Arms Regulations (ITAR), and technology transfer/disclosure guidelines to safeguard critical program assets.
  • Author, review, and deliver executive-grade program status reports, high-level briefing packages, and official correspondence for international Program Review Meetings (PRMs).


Qualifications:
  • Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation.
  • Master of Arts (MA) or Master of Science (MS) degree from an accredited institution. (Alternatively, a BA/BS with extensive equivalent military/defense experience can be specified).
  • Over 10 years of progressive experience in DoD acquisition, financial tracking, or security cooperation program management performing the functional duties described above.
  • Domain & Systems Mastery:
    • Expert-level knowledge of DoN procurement policies, specialized security cooperation workflows, and foreign aircraft sustainment operations.
    • Deep proficiency in specialized FMS and DoN automated accounting/budgeting systems, including DSAMS, MISIL, and Navy ERP (NERP).
  • Elite analytical and predictive modeling capabilities, exceptional cross-cultural diplomacy, and the executive communication presence required to interface directly with senior military and foreign government stakeholders.
