The Regulatory Analyst / Communications Specialist supports rulemaking activities by conducting public comment analysis, drafting regulatory communications, and developing outreach materials. This role bridges policy analysis and communications, ensuring that complex regulatory information is translated into clear, accessible content for stakeholders.

Key Responsibilities

Public Comment Analysis
  • Download, organize, and analyze public comments submitted on proposed rules
  • Identify:
    • Key themes and trends
    • Substantive vs. non-substantive feedback
    • Policy risks and stakeholder concerns
  • Develop structured summaries and reports to support rulemaking decisions
Regulatory Writing & Editing
  • Draft and edit:
    • Rulemaking documents
    • Policy summaries
    • Response-to-comment documents
  • Ensure compliance with:
    • Federal style guidelines
    • Plain language standards
Communications Development
  • Create outreach and educational materials, including:
    • Fact sheets
    • Slide decks
    • Talking points
    • Briefing memos
  • Support development of rule rollout and communication plans
Stakeholder & Internal Support
