Full Job Description
Basic Function

HF Sinclair is seeking a Regional Optimization PMO in Dallas, TX, who will be responsible for leading the Company's ~2-year project to transform its approach to refinery economics & planning, scheduling and value chain optimization on a regional basis. This role serves as a single point of internal accountability, in partnership with third party services and technology providers, to deliver all key milestones associated with LP Platform/Regional Optimization project. This position will have significant interaction, coordination, and collaboration with senior leaders, third parties, and multiple functions across the organization.

Job Duties

  • Develops a comprehensive project plan for the above-named transformational project.
  • Oversees and coordinates workstream leaders and team members, driving accountability for and delivery of all major project milestones and deliverables.
  • Develops and delivers timely and clear communications to critical stakeholders to drive alignment across the organization.
  • Effectively escalates key required decisions, program risks and mitigation options to the appropriate decision-makers (e.g. SteerCo).
  • Builds and manages effective relationships with third party service and technology providers (Deloitte, Aveva, Stancil), ensuring they are delivering within the boundaries of their respective statements of work.
  • Oversees development of end-user reports and application enhancements.
  • Leads, instructs, and coaches users and assigned project teams in order to achieve project goals by owning project plans and budgets, allocating and balancing work assignments, and reviewing and evaluating staff technical performance.
  • Builds and maintains strong relationships with Commercial business leaders.
  • Manages, Enhances, and promotes Project Management Office frameworks, delivery, and optimization.
  • Acts as primary liaison between Commercial, Operations, IT, and Finance departments.
  • Supports the hiring of critical employees to either support the project or sustain the project outcomes on a long-term basis.


Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 10 years of work experience within the petroleum refining industry in operations, commercial and/or economics & planning roles. Proven experience leading major, complex projects.

Preferred Experience

2+ years refinery economics and planning experience. Indirect or direct team leadership. Experience working closely with third party consultants/service providers. Feedstock and/or product scheduling experience.

Education Level

A minimum of a Bachelor's degree in a Business-related field or Engineering is required.

Required Skills

Strong organizational leadership, critical judgment, decision making, effective delegation and forward-thinking skills, ability to communicate across multiple department lines and manage third party locations, general computer skills. Ability to multi-task. Advanced knowledge of financial and economic analysis. Working knowledge of refinery operation and performance analysis. Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.

Supervisory/Managerial Responsibility

Responsible for the indirect leadership and coordination of approximately 30 employees, management staff and external consultants.

Work Conditions

Office-based with up to 30% travel by land and air required. Driver-based environment. Subject to all weather and varying road conditions.
