Job Description

BAE Systems is seeking a senior IT Project Manager to plan and lead projects from initiation to closure in support of the Executive Office of the U.S. Attorneys.

Scope of Work and Requirements - The IT Project Manager facilitates all aspects of projects, sets deadlines and tracks milestones, assigns responsibilities, coordinates manpower and monitors and summarizes progress to leadership. The project manager determines appropriate products and services with OCIO, EOUSA, and the districts in the field to define project scope, requirements, and deliverables. The IT Project Manager develops, modifies, and provides input to project plans with the engineering staff as required. Project plans are implemented to meet mission and organization objectives. The IT Project Manager coordinates and integrates all project activities with all staff throughout OCIO. This position manages and administers all project resources, monitors project activities and resources to mitigate risks, as well as implements and maintains quality assurance processes. The IT Project Manager makes improvements, solves problems, and takes corrective actions when problems arise. Furthermore, the IT Project Manager gives presentations or briefings on all aspects of the project, participates in phase, milestone, and final reviews, identifies project documentation and procedures, and develops and implements release plans as required for project completion.

The IT Project Manager performs the following duties:
  • Identifies information systems requirements.
  • Analyzes information systems requirements or the operating environment.
  • Designs or conducts analytical studies, cost-benefit analyses, or another research.
  • Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, or procedures.
  • Recommends purchases or contracts for IT services, equipment, products, supplies, or other IT related items to the government.
  • Integrates information systems subsystems.
  • Develops information systems testing strategies, plans, and/or scenarios.
  • Participates in change control including but not limited to reviewing configuration change requests and providing input to the government.
  • Ensures appropriate product-related training and documentation are recommended as it pertains to the project.
  • Serves as the subject matter expert on committees, workgroups, and project meetings to support IT projects for the OCIO across EOUSA.
  • Ensures all project documentation is completed throughout the life of the project and all diagrams, systems specifications, etc. are provided to the government.
  • Establishes and maintains strong cross-functional relationships with all stakeholders, customers, engineering teams, and other IT professionals throughout the organization.
Background - The Executive Office for United States Attorneys (EOUSA) provides administrative, technical, and legal support to all United States Attorneys' Offices (USAOs), and EOUSA's IT Staffs deliver technology solutions to support USAO employees in performing their demanding operational responsibilities. Five (5) staff comprise the EOUSA IT organization, serving under the EOUSA Office of the Chief Information Officer (OCIO): Enterprise Operations, Platforms, and Solutions (EOPS), Cyber Systems Security Staff (CSS), Enterprise Voice Services (EVS), Enterprise Application Development (EAD), and Records Information Management (RIM). Government IT staff rely on contractors to deliver many of the engineering and steady state technical services to maintain the innovative technologies deployed in EOUSA and the USAOs.

Required Skills and Education

Minimum Candidate Requirements
  • 4+ years' experience managing and delivering complex IT projects; AND
  • Familiar with all aspects project management to include but not limited to Traditional, Waterfall, Critical Path, and Agile; AND
  • Experience managing and reporting project status in JIRA.
  • Must be able to attain a Secret Clearance (can begin work with an interim clearance).

  • Ability to work with the customer to assess their IT needs, provide information or assistance, resolve their problems, and satisfy IT challenges in an operating environment.
  • Ability to make sound, well informed, objective based decisions, perceive the impact and implications to the customer to accomplish organizational goals.

  • Ability to identify problems, determine accuracy and relevance of information; uses sound judgment to generate and evaluate corrective actions and provide recommendations t the government for approval.
  • Knowledge of system development life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.
  • Knowledge of the architecture and typology of software, hardware, and networks to include but not limited to WANS, LANS, and other telecommunications and IT systems and applications and their associated protocols.
  • Knowledge of methods, tools, and procedures, including development of information security plans to prevent vulnerabilities.
  • Knowledge of the configuration management principles and methods for the planning and managing the implementation, update, or integration of information system components and software.


Preferred Skills and Education

Preferred Candidate Requirements
  • Project Management Professional Certification (PMP)
  • Experience reporting project status in Confluence
  • Experience with ServiceNow
  • Experience managing projects on a government time and materials contract.
