POSITION OVERVIEWUnder the general direction of the Assistant City Manager, this position leads the City's Strategic Operations program by coordinating enterprise-wide initiatives that improve organizational effectiveness, operational performance, and service delivery.
The Project Manager - Strategic Operations serves as the City's internal consultant for organizational improvement by leading strategic initiatives, coordinating cross-departmental projects, monitoring organizational performance, developing key performance indicators (KPIs), conducting research and policy analysis, and supporting executive leadership in implementing City Council priorities.
This position supervises assigned Strategic Operations staff and serves as a collaborative partner to departments by facilitating projects, improving business processes, advancing innovation, and ensuring organizational initiatives are successfully implemented.
ESSENTIAL DUTIES- Lead and coordinate the implementation of the City's Strategic Plan, City Council priorities, and executive initiatives, ensuring projects are executed on time and aligned with organizational goals.
- Manage complex, cross-departmental projects from planning through implementation, including project scheduling, milestone tracking, risk management, and stakeholder coordination.
- Develop, maintain, and enhance the City's organizational performance management program, including Key Performance Indicators (KPIs), performance dashboards, and executive reporting.
- Analyze organizational performance, operational data, and service delivery metrics to identify trends, evaluate effectiveness, and recommend improvements.
- Lead continuous improvement initiatives by evaluating business processes, organizational workflows, and service delivery models to increase efficiency and effectiveness.
- Conduct research, policy analysis, benchmarking, and operational studies to support executive decision-making and organizational planning.
- Prepare reports, presentations, Council agenda materials, executive briefings, and policy recommendations for executive leadership and City Council.
- Evaluate and recommend innovative technologies, automation opportunities, artificial intelligence applications, and digital solutions that improve organizational performance and customer service.
- Facilitate collaboration among departments to implement strategic initiatives, resolve organizational challenges, and promote enterprise-wide consistency.
- Support the Assistant City Manager through the coordination of special projects, organizational initiatives, and executive priorities as assigned.
- Represent the City and the Strategic Operations Division on internal committees, interdepartmental teams, regional organizations, and stakeholder meetings as assigned.
- Supervise assigned personnel, including hiring, coaching, performance management, professional development, workload planning, and evaluation.
- Perform other duties as assigned.

EDUCATION, EXPERIENCE, LICENSES, & CERTIFICATIONS- Bachelor's degree in Public Administration, Business Administration, Organizational Leadership, or a related field.
- Three (3) years of progressively responsible experience in strategic planning, organizational performance, project management, business operations, public administration, or municipal government. OR an equivalent combination of education, professional certifications, and relevant experience that provides the required knowledge, skills, and abilities may be considered.
- Master's degree preferred.

PHYSICAL DEMANDSThis position is primarily sedentary, requiring the individual to work at a desk for long periods. Occasional lifting of up to 20 lbs. may be required. Attendance at weekend and night public meetings is a regular part of this position.
