Description

Position Summary:

The Project Manager 3is a career confident project management professional with operational independence and solid decision making and problem-solving skills. Assignments vary and are typically of higher complexity and quantity. This role successfully completes all project planning and monitoring activities without oversight and may oversee a small program within a Line of Effort (LOE). The Project Manager 3 manages a small collection of similar projects, develops Statements of Work, manages subcontracts, works with external partners, leads teams, and demonstrates expertise within a specific domain. The Project Manager 3 is expected to successfully deliver required products and services, as well as impacts. The Project Manager 3 contributes to the development of and revisions to LOE PM processes, procedures, methods and training materials. Essential Duties and Responsibilities:
  • Manage a small collection of similar projects or oversee a small program within a line of effort, ensuring alignment with organizational strategic goals.
  • Develop and manage Requests for Information (RFI), Requests for Proposal (RFP), Requests for Quote (RFQ), and subcontractor Statements of Work (SOW), and manages competitive bidding cycles as required.
  • Lead and monitor project performance, ensuring milestones and deliverables are completed on time and within budget.
  • Manage subcontracts, including tracking deliverables, reviewing invoices, and maintaining communication with external partners.
  • Lead teams, mentor and train employees, and provide day-to-day oversight of project workflows.
  • Assign project tasks strategically based on team members' skills, experience, and strengths.
  • Develop and execute detailed project plans, guiding efforts from initial requirements through successful delivery of key milestones and outcomes.
  • Identify and assess project risks, proactively address potential obstacles, and manage risk response strategies.
  • Maintain thorough project documentation.
  • Prepare presentations, provide project status updates, reports and other materials as needed.
  • Develop proficiency in BFA's project management tools and platforms (preferably Smartsheet and Asana).
  • Manage and allocate resources across projects within a program, ensuring interdependencies are managed to achieve collective benefits.
  • Represent BFA at relevant conferences, symposiums, and industry events when required.
  • Performs other related duties as assigned.

Required Skills/Abilities:
  • Project management skills include the ability to define project scope and impacts, develop detailed project plans, and manage project deliverables and subcontractor invoices.

  • Strong organizational skills with the ability to manage multiple projects simultaneously while maintaining attention to detail, including tasking others on the project team with deliverables.

Education, Certifications, and Experience:
  • 4-year college education (Bachelor's degree) in Business, Engineering, or a related field, or equivalent experience.
  • Minimum of 5 years of experience managing near-simultaneous projects.
  • Experience leading distributed teams.
  • Must be a U.S. Citizen and eligible to obtain and maintain a security clearance, if required.
  • Project Management certification (e.g., PMP) or equivalent is preferred.


Physical Requirements:
• Prolonged periods of sitting at a desk and working on a computer.
• Ability to lift up to 20 pounds.

Remote/Hybrid Location Requirements:

Travel Expectations:
