Description: This is a contract position supporting NOAA's Office of Education (OEd) which provides advice and counsel to the Under Secretary of Commerce for Oceans and Atmosphere in matters pertaining to education. The office, in conjunction with the Education Council, coordinates educational activities across NO nd develops NOAA's Education Strategic Plan and policy. These efforts help to ensure that NOAA's education programs and activities are based on NOAA science and support the agency's cross-cutting priority of promoting environmental literacy. The Office of Education directly implements and manages scholarship programs aimed at fostering American competitiveness in science by providing quality educational opportunities for the next generation.
Key Responsibilities: - Responsible for all Contractor work and performance under this PWS.
- Provide management and technical direction to all Contractor personnel.
- Exercise independent judgment and appropriate analytical skills to solve complex technical, administrative, and managerial issues.
- Serve as a single point of contact for the CO/COR.
[Typical Tasks for Level I]:
Responsible for all Contractor work and performance under this PWS:
- Provide management and technical direction to all Contractor personnel and document and communicate status to CO/COR as outlined below
- Provide four written progress reports per year, on a quarterly basis, outlining progress for the Scholarship Support task, including updates on all milestones and deliverables set by the Scholarship team for each cohort of scholars supported.
- Provide four written progress reports per year, on a quarterly basis, outlining progress, decisions made, modifications of the data collection system, and synthesis of the results for the Education Program Evaluation task
- Set up four meetings per year, on a quarterly basis, with the COR, OEd DD and CoS to discuss progress for the Database Design and Development task
- Provide four written progress reports per year, on a quarterly basis, outlining progress of the Communications for Education task
- Set up 12 meetings a year, on a monthly basis, with the COR and OEd DD and CoS to discuss overall progress on all tasks
Required Skills /Education/ Certifications & Qualifications: Program Manager I
- Responsible for all aspects of program performance under this PWS.
- Manage all aspects of task activity.
- Provide reports documenting required progress.
- Maintain regular contact with COR and CO to ensure conformity to all contractual obligations.
Education/Experience: - Requires a B.S. in an associated field
- Minimum of 4 years of experience, 2 of which must be in a supervisory role.
Desired Skills: - Experience serving in a similar capacity;
- Familiarity with NOAA organizations, community, and stakeholders, especially those related to NOAA OEd.
