Full Job Description

Location: Fully Remote, USA. Must live and work within the USA.

Job Overview:

The Program Manager will provide oversight for statewide assessment programs. They may be responsible for either multiple small projects or for one larger project within a program, which often requires multiple resources and cross-functional integration. Program Managers serve as the client contact for a key program component. Within their area of responsibility, successful Program Managers will ensure adherence to contract specifications, scope, schedules, and budgets, with a focus on the delivery of the technical and administrative components of CAI’s computer- and paper-based testing programs.

Job Responsibilities:

  • Manages all day-to-day operational aspects of assigned program or project; drives timely and clear communication with project stakeholders.

  • Works directly with clients, subcontractors, and internal teams to ensure that all plans and schedules are viable and that clear lines of communication are established.

  • Tracks deliverables against the SOW, escalates risk, participates in risk mitigation sessions, and coordinates change requests across functional teams.

  • Ensures established operational and quality control processes are followed; identifies gaps and works with functional teams to close them.

  • Develops meeting agendas, leads regular internal and external project meetings, and documents decisions.

  • Provides input regarding project staffing plans and the delegation/assignment of project responsibilities.

  • Interprets and documents software requirements and enhancement requests from clients; captures configuration specifications and works with software team to implement; performs UAT to ensure client expectations are met; ensures all administration ancillary materials are clearly written and delivered on time.

Job Requirements:

  • Demonstrated experience working with English Language Proficiency (ELP) assessment programs and knowledge of related policy environment.

  • Minimum of 4 years of progressively increasing responsibility managing tasks and projects in a fast-paced environment.

  • Experience with professional development needs for teachers of English learners.

  • Prior experience with project management software and databases.

  • Experience working in large-scale assessment strongly preferred.

  • Project Management Professional (PMP) certification, or equivalent, strongly preferred.

  • Experience working with government clients.
