Summary

How MDEO Accomplishes Our Mission: Administer and oversee multi billion dollar international federal contracts; develop DBQs and examination procedures; audit vendor performance, provide error trend feedback, and create training. MDEO serves as VBA's primary POC for C&P exams and monitor examination data.

Duties

Help

Specific duties include:

  • Formulates, presents, executes, and analyzes organizational budgets in alignment with contract spend plan and bum rate.
  • Executes procurements actions within specified deadlines and with consistent technical accuracy.
  • Monitors contractor performance to assure compliance with PWS, agency regulations and procedures, program directives, timely and accurate invoicing, technical requirements as well as completion of CPARS.
  • Prepares and maintains acquisition plans, appropriate milestone charts, and related integrated schedules to ensure PALT and spend plan are on track.
  • Advises program officials of the procurement objectives to be used and works with program to define requirements and prepare statements of work, IGCE, market research, and relevant justifications.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/10/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-13 position you must have served 52 weeks at the GS-12 level.


The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

  • Specialized Experience: To qualify for this position at the GS-13 level, applicants must have one year of specialized experience equivalent to the GS-12 level. The applicant must document experience applying field of laws, regulations and Federal legislation pertaining to the full range of veteran's benefits and experience with state, federal and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds. The applicant must document entry level experience with Federal Acquisitions Regulations and to define acquisition requirements, prepare statements of work, prepare IGCE, conduct market research, and other procurement activities.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary, although some slight physical effort may be required.
