JOB SUMMARY STATEMENT:
As a Program Manager, you will be the strategic driver behind Catawba's largest government contracts providing a key service to our government clients. You will be required to oversee a complex, multi-stakeholder program managing a large team of employees under the program, ensuring they are delivered on time, within scope, and in compliance with federal regulations. Your leadership will directly influence the success of a project that is of national priority.
On a day to day basis, you will serve as supervisor for technical and administrative performance of all work under the project. The Program Manager shall be the primary point of contact between the Contractor and the COR under this contract.
ROLE AND RESPONSIBILITIES
• Lead the planning and execution of CTSS ensuring alignment with agency mission and policy objectives.
• Develop and manage program budgets, schedules, and performance metrics, ensuring compliance with federal acquisition regulations (FAR) and agency guidelines.
• Coordinate across multiple departments, contractors, and stakeholders to resolve issues, mitigate risks, and maintain program momentum.
• Prepare and deliver executive-level briefings, reports, and recommendations to senior leadership and oversight bodies.
• Oversee contract management activities, including vendor performance monitoring and deliverable acceptance.
• Foster a culture of transparency, accountability, and continuous improvement within the program team.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
• Bachelor's degree in Public Administration, Business, Project Management, or related field (Master's preferred).
• 7+ years of experience managing complex programs in a government or highly regulated environment.
• Deep understanding of federal acquisition processes, compliance requirements, Department of energy regulations and reporting standards.
• Exceptional communication skills, with the ability to translate technical or policy details into clear, actionable information for diverse audiences.
• Strong leadership and stakeholder management skills, with experience navigating political and organizational dynamics.
