Harper Brothers Construction - Estimating Manager

About the Role

We are seeking an experienced and results-driven Estimating Manager to lead the estimating efforts for heavy civil infrastructure projects across Texas. This role is responsible for managing the estimating process from project identification through bid submission, with a primary focus on TXDOT highway projects, heavy underground utilities, drainage systems, earthwork, paving, and municipal infrastructure.

The Estimating Manager will oversee estimate preparation, coordinate bid activities, mentor estimating staff, develop pricing strategies, and collaborate with operations leadership to support the company's growth objectives. This position plays a critical role in securing profitable work and ensuring accurate project costing and risk evaluation.

What You'll Do

    • Manage all estimating activities for TXDOT, municipal, and heavy civil infrastructure projects.
    • Lead the preparation of conceptual, budgetary, negotiated, and competitive bid estimates.
    • Review plans, specifications, geotechnical reports, contracts, and scope documents to develop complete and accurate estimates.
    • Oversee quantity takeoffs, pricing analyses, subcontractor and supplier solicitations, and bid packaging.
    • Evaluate subcontractor and vendor proposals to ensure scope completeness and competitive pricing.
    • Analyze project risks, opportunities, production rates, and construction methods to optimize bid strategy.
    • Review and finalize estimates prior to bid submission to ensure accuracy, completeness, and competitiveness.
    • Conduct site visits and attend pre-bid meetings as required.
    • Collaborate with operations teams during project handoff and startup activities.
    • Assist with change order pricing, project buyouts, and budget development when needed.
    • Develop and maintain historical cost databases, production rates, and estimating benchmarks.
    • Perform post-bid analyses and identify continuous improvement opportunities within the estimating process.
    • Mentor and develop estimators while fostering a collaborative, accountable, and high-performance team culture.
    • Promote and uphold Harper Brothers Construction's commitment to safety, quality, and operational excellence


Position Requirements

What You Bring

Required Qualifications

    • Bachelor's degree in Civil Engineering, Construction Management, or a related field preferred.
    • Minimum of 10 years of estimating experience in heavy civil construction.
    • Minimum of 3 to 5 years of leadership or supervisory experience within an estimating department.
    • Extensive experience estimating TXDOT roadway and infrastructure projects.
    • Strong background in heavy underground utility construction, including water, wastewater, storm drainage, and utility relocation projects.
    • Experience estimating earthwork, excavation, paving, concrete structures, and roadway improvements.
    • Proven success managing bids ranging from $5 million to $100+ million.
    • Strong understanding of construction means and methods, productivity analysis, and cost control principles.


Technical Skills

    • Advanced proficiency in HCSS HeavyBid or similar estimating software.
    • Strong Microsoft Excel and Microsoft Office skills.
    • Experience with Bluebeam, Agtek, AutoCAD, or comparable takeoff software preferred.
    • Thorough knowledge of TXDOT specifications, bidding procedures, and contract requirements.
    • Ability to interpret plans, specifications, schedules, utility coordination requirements, and geotechnical reports.
