- The incumbent serves as the chartered Program Manager with delegated acquisition authority.
- Provides direction on assigned programs to ensure compliance with statute and regulation and provides verification of compliance at the DoD and USCYBERCOMMAND levels.
- Leads subordinate teams in executing approved and appropriately tailored Acquisition Strategies.
- Provides continuing oversight of contractor service delivery and deliverables.

Conditions of employment- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- This is a Drug Testing Designated Position. You will be required to sign a DA Form 5019-R (Condition of Employment for the Drug Abuse Testing Program) and must pass urinalysis testing prior to appointment, and random testing thereafter.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- This position is Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
Specialized experience would be demonstrated by
1) Managing the lifecycle of acquisition programs from planning and execution to evaluation;
2) Identifying potential risks associated with program execution and developing mitigation strategies accordingly;
3) Delivering expert guidance, reports, and recommendations to optimize operational efficiency and effectiveness;
AND
4) Leading teams to assess and refine acquisition strategies, specifications, and plans.
This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated:- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification. The assigned Career Category/Functional Area and Career Level Certification Category can be found on the sequenced position Conditions of Employment data fields in the header of the PD/PRD.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.
- GS-14 or equivalent/O-5 level or above
- 4 years of acquisition experience
