Position Overview

The Program Director provides strategic leadership, management, and oversight for contractor support services under the Transportation Security Administration (TSA) Intelligence & Analysis (I&A) Vetting Analysis Division (VAD) Integrated Program Management Support Services (IPMSS) contract. The Program Director aligns operational initiatives with strategic program objectives, oversees program/project managers, manages risk, and ensures compliance with contract performance metrics.

Location: Onsite at TSA Headquarters (HQ) 6595 Springfield Center Dr., Springfield, VA 22150

The person in this role will be required to be on-site at the designated office location at least one day per week with respective team as assigned by Government lead and additional days as operationally needed, ensuring adequate support for in-person collaboration, meetings, and critical on-site activities. Schedule flexibility is required in the event of an actual emergency the Contracting Officer may direct the contractor to change work hours or locations or institute changes to telework posture.

Key Responsibilities
  • Initiate and set program goals aligned with strategic objectives. Plan program execution from inception through completion, managing deadlines, milestones, and operational processes.
  • Supervise program and project managers, providing performance feedback and resolving complex operational, risk, and resource management challenges.
  • Develop, approve, and oversee budgets, operations, and financial performance. Ensure 100% compliance with CLIN delivery at or below funded amounts.
  • Act as the primary interface with Government leadership, CO, and COR. Provide detailed briefings, status updates, and reports on program performance, key metrics, and risk mitigation strategies.
  • Devise evaluation strategies to monitor quality, productivity, and procedure efficiency across all functional areas (Optimization, Requirements, Reporting, Forensics, QC/QA, Training).
  • Ensure all program activities adhere to legal guidelines, DHS/TSA policies, and contract standards.

Qualifications
  • Minimum of a Bachelor's Degree (BA/BS). (A Master's degree or 15+ years of relevant experience can substitute for education requirements).
  • Minimum of 10+ years of proven experience as a Program Director or senior managerial role leading complex federal programs.
  • Technical & Domain Expertise:
    • Thorough understanding of program/project management techniques, tools (e.g., MS Project, Basecamp), and performance evaluation methodologies.
    • Outstanding knowledge of data analysis, budgeting, change management, and reporting.
    • Demonstrated strategic business acumen, leadership, and organizational skills.
  • Certifications (Preferred): PMP certification or equivalent executive management credential.
  • Security Clearances/Suitability: Must meet TSA public trust/suitability requirements (e.g., Tier 2 Moderate Risk). If assigned to support IR&A at TSA HQ, must possess an active Secret clearance.
Compensation and Benefits

The estimated compensation range for this position is between $125,653 and $157.066 annually. Actual salary is determined by a variety of factors, including the candidate's specialized skills, certifications, and years of experience.
