Senior Manager, IT Project Management Office
The Senior Manager of the IT Project Management Office (PMO) is responsible for leading enterprise-scale projects and program delivery across the IT portfolio. This role establishes governance, standard delivery frameworks, and performance management practices to ensure initiatives are executed effectively, aligned with business strategy, and compliant with enterprise risk, cybersecurity, and regulatory requirements.
The role partners closely with IT leadership, business stakeholders, and operations to drive predictable delivery, optimize resource utilization, and enable digital transformation outcomes.
PRINCIPAL RESPONSIBILITIES:
PMO Leadership & Strategy
Define and evolve the IT PMO strategy, operating model, and governance framework aligned to enterprise priorities
Establish standardized methodologies and deliveries toolsets
Lead portfolio intake, prioritization, and capacity planning processes
Drive alignment between IT investments and measurable business value
Portfolio & Program Oversight
Oversee a portfolio of complex, cross-functional IT programs and projects
Ensure consistent execution through stage gates, risk reviews, and performance tracking
Maintain visibility into program health, dependencies, and critical path issues
Implement KPI-driven performance management (schedule, cost, scope, value realization)
Governance, Risk & Compliance
Establish and enforce governance structures, including steering committees and executive reporting
Drive proactive identification and mitigation of delivery, financial, and operational risks
Ensure compliance with cybersecurity policies, regulatory requirements, and internal controls
Integrate PMO processes with enterprise architecture, security, and change management frameworks
Financial & Resource Management
Manage IT project budgets, forecasting, and financial performance tracking
Optimize resource allocation across initiatives, balancing demand and capacity
Partner with project stakeholders to ensure accurate capitalization, cost tracking, and benefits realization
Stakeholder & Executive Engagement
Serve as a trusted advisor to IT and business leadership on project delivery strategy
Lead executive-level communications, including status updates, risks, and decision support
Facilitate cross-functional alignment across business units, IT, and external partners
Team Leadership & Capability Development
Build, lead, and mentor a team of project managers, program managers, and PMO analysts
Establish talent development frameworks, training, and certification pathways (PMP, Agile, etc.)
Promote a culture of accountability, continuous improvement, and delivery excellence
QUALIFICATIONS:
Education & Certifications
Bachelor’s degree in IT, Business, Engineering, or related field (Master’s preferred)
PMP or equivalent project/program leadership experience required; PgMP preferred
Familiarity with Agile or hybrid delivery frameworks (e.g., SAFe, Scrum)
Additional certifications in portfolio management, IT service management (ITIL), or governance are a plus
Enterprise PMO Leadership Experience
10+ years in IT delivery with 5+ years leading a PMO or portfolio function
Proven ownership of enterprise-scale, cross-functional portfolios
Portfolio Governance & Delivery Discipline
Demonstrated ability to implement standardized delivery frameworks, stage gates, and KPIs
Track record improving predictability (schedule, cost, scope)
Financial & Resource Management
Experience managing large IT budgets, forecasting, and capacity planning
Ability to optimize spend vs. business value
Executive Stakeholder Influence
Risk, Compliance & Control Integration
Experience embedding risk management, cybersecurity, and regulatory controls into delivery
Familiarity with audit/compliance environments (e.g., SOX, NERC CIP, or similar)
Team Leadership & Talent Development
Proven ability to build, scale, and lead PMO teams
Establishes accountability frameworks and delivery standards
Expected Travel – 10%
This position is on site 5 days a week.
