Position Overview

This work is contingent upon contract award.

The Mission Support Lead provides high-level expert advice, technical guidance, and operational leadership to the TSA I&A VAD. Serving as a team lead, this position oversees core mission support activities across VAD technology business lines (such as Secure Flight, Credential Vetting, Encounter Analysis, and Identity Verification). The SME II leads a team in analyzing system effectiveness, managing business requirements, and executing continuity planning to respond to intelligence-driven, risk-based operational demands.

The person in this role will be required to be on-site at the designated office location at least one day per week with respective team as assigned by Government lead and additional days as operationally needed, ensuring adequate support for in-person collaboration, meetings, and critical on-site activities. Schedule flexibility is required in the event of an actual emergency the Contracting Officer may direct the contractor to change work hours or locations or institute changes to telework posture.

Key Responsibilities
  • Supervise, coach, and lead a team of technical and analytical staff supporting core mission and requirements management functions.
  • Provide high-level technical advice, guidance, and counseling to Government leads. Collaborate directly with customers to determine specific business needs and translate them into actionable requirements.
  • Analyze operational processes and system performance across VAD programs to identify areas for improvement. Formulate and present written recommendations to leadership regarding proposed system configuration and priority vetting changes.
  • Lead the analysis, gathering, and documentation of system specifications, use cases, process flows, and data models across VAD operational lines. Ensure changes are version-controlled, tracked, and communicated.
  • Author and review complex technical papers, program-of-record documents, standard operating procedures (SOPs), and job aids. Deliver technical and budgetary briefings to Government management.
  • Organize, consolidate, and adjudicate feedback from multi-organizational stakeholders to drive cross-group collaboration among the client, support contractors, and partner entities.

Qualifications
  • A Master's Degree is required. (A BA/BS with 15+ years of experience can substitute).
  • Minimum of 12+ years of demonstrated experience applying technical processes to complex problems, managing intricate schedules, and delivering executive technical briefings.
  • Technical & Domain Expertise:
    • Mastery of client/agency policies, procedures, tools, and specific validation and approval processes.
    • Working knowledge of computer systems, integrated software applications, and requirements tracking tools (e.g., IBM EWM or similar).
    • Excellent analytical, communication, and cross-functional leadership skills.
    • Deep understanding of vetting operations, encounter analysis, or credential management workflows preferred.
  • Security Clearances/Suitability: Must meet TSA public trust/suitability requirements (e.g., Tier 2 Moderate Risk). Positions supporting IR&A at TSA HQ require an active Secret clearance.
Compensation and Benefits

The estimated compensation range for this position is between $133,631 and $167,038 annually. Actual salary is determined by a variety of factors, including the candidate's specialized skills, certifications, and years of experience.
