Job Description

Leads Health Plan strategic governance, performance management, and execution efforts to ensure organizational priorities translate into measurable business outcomes. Partners with leadership to establish governance frameworks, drive strategic performance planning, monitor health plan performance, and facilitate cross-functional alignment across Health Plan, divisional, and enterprise priorities. Manage relevant processes that support a focus on insight-driven decision-making, accountability, and sustainable business performance.

What You'll Do
  • Lead strategic governance and performance management processes that align Health Plan, divisional, and enterprise priorities.
  • Facilitate strategic performance planning, business reviews, and governance forums to support executive decision-making, issue resolution, and accountability.
  • Develop and maintain performance frameworks, scorecards, KPIs, and reporting that measure progress against strategic, operational, financial, and consumer experience objectives.
  • Partner with business leaders to translate strategic priorities into actionable plans, milestones, dependencies, and measurable outcomes.
  • Identify performance risks, barriers, and opportunities; facilitate cross-functional action planning to improve results.
  • Lead highly complex quantitative and qualitative analyses to evaluate business performance, operational effectiveness, and strategic initiatives.
  • Synthesize insights and develop executive-level communications, presentations, and recommendations for senior leadership, executive committees, and board-level forums.
  • Establish and continuously improve governance processes, operating models, decision-rights frameworks, and role clarity mechanisms that enhance organizational effectiveness.
  • Coordinate across business, finance, strategy, operations, and functional teams to ensure alignment, transparency, and execution of strategic priorities.
  • Provide thought leadership regarding enterprise performance management, governance best practices, organizational effectiveness, and strategy execution.
  • Organize, monitor, and communicate progress across prioritized portfolios, initiatives, and strategic commitments.
  • Mentor and coach team members on strategic planning, executive communication, performance management, governance disciplines, and business analysis methodologies.


What You Have
  • Bachelor's degree or advanced degree (where required)
  • 8+ years of experience in related field.
  • In lieu of degree, 10+ years of experience in related field.


Bonus Points
  • Progressive experience in strategic planning, performance management, business operations, enterprise governance, consulting, healthcare strategy, or related disciplines.
  • Demonstrated experience supporting executive leadership teams, governance forums, strategic planning processes, and enterprise performance management.
  • Strong executive communication, facilitation, influence, and stakeholder skills.
  • Experience developing scorecards, KPIs, business performance reviews, executive reporting, and strategic execution frameworks.
  • Healthcare payer experience preferred

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs. Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs.

*Based on annual corporate goal achievement and individual performance.

$130,560.00 - $208,896.00
