What You Will Do

The Weapons Infrastructure Program Office (WIPO) seeks an accomplished leader to serve as the Portfolio Integration Program Manager. This Program Manager 4 assists the Capability Delivery Project-Program Director in developing, implementing, and overseeing the integration framework that matches evolving Laboratory mission needs with appropriate funding sources, infrastructure capabilities, and programmatic priorities.

WIPO's mission is to quantitatively match the capability of the Laboratory's infrastructure to the delivery needs of the weapons program and the Laboratory's retained risk. The Capability Delivery element manages future infrastructure capabilities across Mission Need, Analysis of Alternatives, Preliminary Design, and potentially Execution lifecycle phases, as well as overseeing the Disposition & Demolition lifecycle phase for excessed capabilities. The Portfolio Integration Program ensures optimal alignment between mission requirements, funding availability, capability investments, and lifecycle management activities across WIPO's entire infrastructure portfolio.

This position requires an accomplished leader who can manage complex multi-funding-source environments, develop sophisticated portfolio analysis methodologies, interface effectively with mission organizations and funding sponsors, and drive strategic resource allocation decisions that balance competing priorities across recapitalization, operations and maintenance, transition to operations, and disposition activities.

Specifically, the Portfolio Integration Program Manager will be responsible for:

• Funding Source Integration & Procedures: Develop, implement, and maintain comprehensive procedures and methodologies for identifying, qualifying, and matching evolving mission needs with appropriate funding sources (e.g., capital line items, sub-capital line items, general plant projects, operations funding, emergency/contingency funding), ensuring compliance with DOE/NNSA financial management requirements and Laboratory policies;
• Schedule Integration & Procedures: Develop, implement, and maintain comprehensive procedures and methodologies for integrating WIPO and stakeholder schedules;
• Portfolio Analysis & Optimization: Lead sophisticated portfolio analysis efforts that evaluate trade-offs across competing investments, assess affordability constraints, optimize resource allocation under fiscal limitations, and support strategic decision-making at the WIPO and Laboratory leadership levels;
• Cross-Program Integration: Coordinate closely with all WIPO Program elements (Recapitalization, Operations & Maintenance, Disposition & Demolition, Transition to Operations, and Analytics & Decision Support) to ensure integrated planning, eliminate funding gaps, identify synergies, and maintain portfolio coherence across all lifecycle phases;
• Mission Needs Assessment: Partner with mission organizations, facility operations, and technical directorates to understand evolving capability requirements, assess infrastructure adequacy, identify capability gaps, and translate mission needs into fundable project concepts aligned with appropriate funding vehicles;
• Strategic Planning & Budget Formulation: Support WIPO leadership in multi-year strategic planning, annual operating plan development, and federal budget formulation processes, including preparation of funding justifications, project data sheets, and budget submissions;
• Federal Interfaces: Interface, as appropriate, with the Los Alamos field office (NA-LA), the Office of Infrastructure, Office of Acquisition and Project Management, and other NNSA organizations to communicate funding strategies, negotiate resource allocations, support budget reviews, and ensure alignment with federal priorities and policies;
• Performance Monitoring & Portfolio Health: Establish and maintain portfolio-level performance metrics, tracking systems, and dashboards that provide visibility into funding execution, project performance, portfolio health, and resource utilization across WIPO programs;
• Stakeholder Coordination: Facilitate coordination among diverse stakeholders including funding sponsors, mission organizations, facility operators, environmental management, executing organizations, and WIPO program managers to build consensus, resolve conflicts, and drive integrated solutions;
• Change Management & Adaptive Planning: Implement agile portfolio management practices that enable rapid response to changing mission priorities, emergent needs, funding opportunities, and execution challenges while maintaining portfolio stability and fiscal discipline.

The Portfolio Integration Program Manager will report to the Capability Delivery Project-Program Director.

What You Need

Minimum Job Requirements:

• Demonstrated expert-level knowledge of project and program management, including portfolio management, scope definition, schedule and budget baseline development, cost and schedule variance reporting, risk management, change control including earned value management (EVM), work breakdown structure (WBS) development, integrated baseline reviews, and portfolio optimization under fiscal constraints.
• Demonstrated expert-level knowledge of DOE/NNSA funding mechanisms, including capital line items, sub-capital line items, general plant projects, operations funding, accelerated delivery initiatives, and associated financial management requirements, funding thresholds, approval authorities, and documentation requirements.
• Demonstrated expert-level knowledge of DOE Orders, NNSA policies and supplemental directives, particularly those related to project management (DOE O 413.3B), financial management, infrastructure planning, the NA-91 Program Management Plan, Integrated Safety Management (ISM) requirements, and Laboratory procedures relevant to infrastructure program execution.
• Demonstrated experience developing and implementing systematic procedures and processes for portfolio integration, funding source qualification, requirements management, or similar programmatic frameworks in complex, regulated environments.
• Demonstrated experience with multi-source funding management, including tracking commitments across diverse funding vehicles, managing funding transfers and reallocations, reconciling funding constraints with programmatic needs, and optimizing resource utilization across portfolios.
• Demonstrated experience interfacing successfully with NNSA, NA-LA, mission organizations, facility operations, and Laboratory leadership, including presenting portfolio analyses, negotiating funding allocations, communicating portfolio status and issues, and building collaborative partnerships across organizational boundaries.
• Demonstrated proficiency with portfolio management, financial tracking, and project management information systems and tools, including systems used for multi-project tracking, resource allocation, and performance analysis.
• Demonstrated excellent analytical, problem-solving, and strategic thinking skills, with ability to synthesize complex information, evaluate trade-offs, and develop actionable recommendations.
• Demonstrated excellent oral and written communication and presentation skills, including the ability to communicate complex portfolio concepts to diverse audiences ranging from technical staff to executive leadership.
• Ability to obtain a DOE Q clearance.

Education and experience:
Position requires a minimum of a bachelor's degree and at least twelve years relevant experience, or an equivalent combination of education and experience.

Desired Qualifications:

• Demonstrated experience with federal programming and planning processes, including DOE/NNSA budget formulation, Congressional budget cycles, multi-year planning, and preparation of budget justification materials.
• Demonstrated experience with infrastructure portfolio management in DOE, NNSA, or similar federal environments, including familiarity with asset lifecycle management, capability planning, and infrastructure investment strategies.
• Knowledge of DOE/NNSA infrastructure funding policies and procedures, including DOE Order 413 Critical Decision processes, project approval thresholds, and infrastructure governance frameworks.
• Experience with advanced portfolio analysis methodologies, including scenario analysis, optimization modeling, risk-based prioritization, affordability analysis, and decision analytics.
• Demonstrated experience implementing business processes or management systems, including procedure development, process improvement, and organizational change management.
• Knowledge of the LANL weapons program, mission organizations, and the associated infrastructure portfolio, including an understanding of capability requirements, facility systems, and programmatic interdependencies.
• Experience with data visualization, dashboard development, and portfolio reporting tools.
• Certification in project management (PMP, PgMP) or similar professional credentials.
• An active DOE Q clearance.

The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment:

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
