JOB SUMMARY: : Leads and assists in one or more of the following areas: Leads and assists in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Services as assistant office head to professionals providing professional support in one or more areas listed.

PRIMARY DUTIES & RESPONSIBILITIES:

Under broad supervision, oversees the planning, development, deployment, support and maintenance of the statewide IT Applications to meet the needs of divisions/offices within the Department of Transportation. The incumbent oversees the planning and implementation of additions, deletions and major modifications to the supporting applications by coordinating with business functional areas throughout the process, including system implementation partner selection, system deployment, testing, architectural standards and support, and process improvement initiatives. Manage the implementation, maintenance, support, and training of applications at the enterprise level as established by Federal, State, and Department directives and policies. Supports applications, databases, and reports by coordinating the resolution of all Department end user activities. Ensures all approved production changes and implementations are captured and documented through the development process. Responsible for the application projects complete lifecycle from project initiation through implementation and ensures that project management standards and methodologies are implemented on all projects.

STATE ENTRY QUALIFICATIONS:
Associate degree in a related field managerial or supervisory role; or (1) year at the lower-level Mgr. 2, Transport Specialist (TRM031) or position equivalent.

AGENCY SPECIFIC QUALIFICATIONS:
• Bachelor's degree in a related field and related leadership experience
• Minimum ten (10) years of experience in an IT leadership role
• Extensive knowledge of the Information technology field such as application support and development, databases support and maintenance, training, reports, and IT project management.
• Working knowledge of information technology utilized by private and government entities.
• Demonstrated strong leadership skills, with previous experience motivating and guiding others toward accomplishment of office/department goals.
• Deep analytical skills to prioritize teams work, quantify project costs and benefits and make trade-offs while implementing information systems.
• Possesses strong written and oral communication skills with the ability to express ideas and facts to groups and individuals effectively.
• Demonstrated experience identifying and solving problems and apply innovative solutions to make organizational improvements

AGENCY PREFERRED QUALIFICATIONS:
• Demonstrated experience in IT project management and leadership skills.
• Demonstrated experience developing and/or administrating various databases such as Oracle and SQL Server; reporting tools such as OBIEE, Business Objects, Tableau, etc.
• Demonstrated experience in supporting Custom applications.
• Demonstrated experience in supporting Commercial-off-the-shelf (COTS) applications.
• Demonstrated experience on various application platforms; client-server, web based, transactional, data warehouse, and packaged software.
• • Demonstrated experience training, planning, directing and evaluating the work of staff; in building effective work teams; in appropriately managing workforce diversity.
• Demonstrated experience developing and/or implementing short and long-term organizational change and motivating others to reach goals.
• Possesses strong leadership skills with the knowledge and understanding of where the organization is headed and how to contribute.
• Demonstrated ability to develop new insight into situations and applies innovative solutions where existing methods are inapplicable or unavailable.
