General Statement of Duties: Performs professional-level administration, maintenance, monitoring and strategic support of the County's network and cybersecurity infrastructure. Serves as a technical subject matter expert for County network infrastructure and cybersecurity systems. Responsible for designing, implementing, securing and optimizing County network systems including LAN/WAN infrastructure, wireless systems, firewalls, fiber-optic networks and related technologies. The position exercises substantial independent judgment in evaluating infrastructure needs, implementing technical solutions, resolving complex systems issues, and supporting long-term technology planning and cybersecurity initiatives.

Supervision Received: Works under the general direction of the Infrastructure and Operations Manager with considerable independence in determining work priorities, technical solutions, and project implementation activities.

Supervision Exercised: May provide technical leadership, project coordination, training and guidance to IT staff, contractors and vendors.

Essential Functions: Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.
  • Administers, monitors and maintains the County's enterprise network infrastructure to ensure system reliability, security, performance and availability.
  • Plans, designs, implements, and supports network infrastructure upgrades and modifications including LAN, WAN, wireless, hardware, and related technologies. Monitors network traffic, capacity, performance, and reliability to optimize system efficiency and availability.
  • Monitors and maintains network security systems including firewalls, intrusion prevention systems and related cybersecurity technologies. Evaluates security threats, vulnerabilities and best practices to support the County's cybersecurity posture.
  • Leads or participates in infrastructure and cybersecurity projects including network upgrades, system implementations, facility deployments, and technology improvement initiatives. Coordinates project activities with vendors, service providers, contractors and IT staff and serves as technical lead on assigned projects.
  • Assists in developing long-range infrastructure planning, capacity management and evaluation of emerging technologies to support future County network and cybersecurity needs.
  • Collaborates on cybersecurity initiatives, risk management activities and implementation of security best practices. Develops and maintains network security standards, procedures and related documentation.
  • Analyzes, diagnoses, and resolves complex network and cybersecurity infrastructure issues and provides advanced technical support, troubleshooting, implementation, and consultation services. Collaborates with County departments, vendors, and IT staff to identify technology solutions that improve operational efficiency and service delivery.
  • Supports and advises on network requirements related to new construction, remodels and workspace modifications.
  • Participates in disaster recovery, business continuity and infrastructure resiliency planning activities.
  • Maintains accurate network documentation including inventories, topology diagrams, configurations, standards and change management records.
  • Provides technical guidance and mentoring to IT staff.
  • Must be available to respond to after-hours emergencies, scheduled maintenance activities, and critical infrastructure outages as needed.
  • Regular and predictable attendance is required.

MINIMUM QUALIFICATIONS

Required Knowledge, Skills and Abilities:

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, or related field. Minimum of five (5) years of professional experience may be substituted for a degree.

Experience: A minimum of five (5) years of progressively responsible professional experience in network administration, systems infrastructure or cybersecurity support.

Required Knowledge: Extensive knowledge of enterprise network infrastructure, network administration, cybersecurity principles, and modern networking technologies. Demonstrated knowledge of LAN/WAN environments including routers, switches, firewalls, wireless systems, fiber-optic infrastructure, and related technologies. Knowledge of networking protocols and services including TCP/IP, IPv4, DHCP, NAT, and VLANs. Ability to diagnose and resolve complex network and infrastructure issues using monitoring and troubleshooting tools. Experience supporting enterprise or government technology environments, virtualization, cloud infrastructure, and cybersecurity systems is preferred. Industry certifications such as CCNA, CCNP, Network+, Security+, CISSP, or related certifications are desirable.

Language Skills: Must have the ability to communicate effectively both verbally and in writing and the skill to organize materials and present information clearly and concisely in verbal and written form. Must be able to read, understand, and interpret complex documents. Must understand and follow verbal and written instructions. Must have proficient knowledge of the English language, proper grammar, punctuation and spelling in other oral and written communication and have understanding of current technical report and business correspondence writing techniques and methods. Must be able to read, comprehend and apply laws, rules, regulations, policies and standard operating procedures required for this position, as well as, technical reports, procedure documents and manuals. Must be able to make effective and persuasive presentation on complex topics to a wide variety of audiences.

Interpersonal Skills: Must possess the ability to establish and maintain cooperative working relationships with fellow employees, representatives of other agencies and organizations and members of the community. Have strong customer service orientation and work collaboratively within a team environment. Interact professionally and diplomatically with County employees, other agencies and organizations and manage difficult or emotional customer situations. Must have the skill to organize workflow and accomplish established objectives. Possess the ability to recognize when confidentiality is required and maintain strict confidentiality.

Mathematical Skills: Must have the ability to work with moderate to complex mathematical concepts such as addition, subtraction, multiplication and division in all units of measure, using whole numbers, fractions, percentages, decimals, proportions rates and ratios. Must be able to analyze technical data and apply it to practical situations. Must have knowledge of basic financial transactions such as calculating interest, debit and credits.

Reasoning Skills: Must be able to apply principles of logic and reasoning or scientific thinking to a wide range of intellectual and practical problems and work independently with minimal direction. Must be able to prioritize work and simultaneously manage multiple responsibilities at times under pressure of tight deadlines and emotional situations. Must have the skill to solve problems involving concrete and abstract variables in a variety of situations within established guidelines.

Office Technology/Computer Skills: Advanced proficiency with enterprise technology systems, network administration tools, cybersecurity platforms, Microsoft environments, and modern office software applications.

Special Requirements: Must possess and maintain a valid Colorado Driver's License and satisfactory driving record. Must be able to obtain Airport Security SIDA badge for airport facility access. Must maintain bi-annual Criminal Justice Information Systems (CJIS) security training, and yearly Federal IRS information security training.
