Brief Job Description:Serves as a senior technical specialist responsible for the administration, maintenance, and optimization of HHSC Enterprise Messaging and Collaboration systems. Oversees system implementations, change management, disaster recovery, performance monitoring, and service availability. Collaborates with internal IT teams, vendors, and service providers to implement and support messaging, mobility, and collaboration technologies. Provides expertise in email security, spam mitigation, incident response, mobile device management (MDM), SMTP services, and Microsoft Teams service configuration. Acts as an escalation point for enterprise support operations and participates in 24/7 on-call support to ensure reliable and secure communication services across the organization.
Essential Job Functions (EJFs):Performs advanced administration, maintenance, monitoring, and analysis of enterprise messaging and collaboration systems to ensure compliance with organizational standards, policies, operational requirements, service contracts, service level agreements (SLAs), and performance expectations. Responsible for maintaining the reliability, security, and effectiveness of enterprise communication platforms while monitoring system health and service delivery. 25%
Reviews system plans and coordinates system implementations by analyzing operational and technical data to support architectural and strategic decisions related to messaging and collaboration technologies. Responsibilities include managing deployments, overseeing change management activities, supporting disaster recovery planning and testing, optimizing system performance, providing incident support, developing and delivering training, implementing automation solutions, and ensuring overall system availability and business continuity.10%
Develops and implements strategic and tactical plans for collaboration and mobility technologies by working closely with agency IT administrators, resource owners, vendors, and professional services organizations. Provides technical leadership for technology initiatives, resolves complex issues, and supports the implementation, optimization, and continuous improvement of enterprise collaboration solutions. 10%
Conducts studies and assessments of system utilization and performance to identify opportunities for improvement and enhance service delivery. Partners with the HHS Information Security Office to develop requirements and implement email security controls, including spam mitigation strategies, phishing remediation efforts, malware incident response activities, and security event management processes that protect enterprise communication systems. 15%
Serves as a senior escalation point and technical support resource for HHS agencies, business units, and service desks. Provides expert-level troubleshooting and operational support for enterprise messaging and collaboration services and participates in a 24x7 on-call rotation to ensure timely resolution of critical incidents and uninterrupted service availability. 20%
Manages applications that are hosted on, integrated with, or dependent upon enterprise messaging and collaboration technologies, including Microsoft 365, SMTP services, and related messaging and mobility platforms. Ensures applications are properly maintained, secured, supported, and aligned with organizational technology standards and business requirements. 20%

Registrations, Licensure Requirements or Certifications:Preferred certifications: MS-900 Microsoft 365 Fundamentals, SC-900 Microsoft Security, Compliance, and Identity Fundamentals, AB-900: Microsoft 365 Copilot and Agent Administration Fundamentals, MS-700 Teams Administrator Associate, MS-102 Administrator Expert, AZ-104 Microsoft Azure Administrator
Initial Screening Criteria:Graduation from an accredited four-year college or university with a bachelor's degree in information technology, Computer Science, Management Information Systems, Cybersecurity, Computer Engineering, or a related field Preferred.
Relevant work experience may be substituted for education on a year-for-year basis.
Minimum of five (5) years of experience administering, maintaining, and supporting enterprise messaging and collaboration platforms preferred.
Experience administering Microsoft 365 and Exchange Online environments, including email administration, collaboration services, and messaging infrastructure required.
Experience implementing and supporting enterprise technology solutions, including system deployments, upgrades, change management, and disaster recovery activities required.
Experience working within government, healthcare, or other highly regulated environments preferred.
Experience troubleshooting and resolving complex technical issues in large-scale enterprise environments preferred.
