Summary

This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for Analyze business processes, recommend policy and workflow improvements, and document functional requirements. Coordinate with stakeholders across organizational levels to implement solutions, while leading and mentoring team members. Monitor project milestones and prepare reports and briefings to support management decision-making.

As a LEAD IT SPECIALIST (SYSANALYSIS) at the GS-2210-13 some of your typical work assignments may include:

  • Plans and carries out the work, resolving most of the conflicts that arise, integrating and coordinating the work of others, and interpreting policy on their own initiative in terms of established objectives.
  • Manages Team and software release management as well as functional business analysis, research, testing, data analysis, technical writing, and teaming.
  • Develops/modifies the functional design specifications, project transmittals, database change requests, system change requests and similar documents.
  • Assess competencies of the team, assigns and monitors team development, testing, and research tasks, recommends training, and is the functional liaison with interface partner staffs.
  • Responsible for software across the full range of SAAIS business processes and is responsible for all aspects of the teams functional business analysis, design, testing, coordination, and maintenance.
  • Conducts an in-depth analysis of the customers requested needs, conducting feasibility studies and trade-off analyses; performs cost/benefit analysis on such requests including evaluation of potential alternatives, opportunities to incorporate other improvements into the requested change, identification of manpower savings, improvements in system responsiveness, potential for future expansions of the requested system, etc.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Analyzing business processes and operational requirements; identifying and recommending improvements to policies, procedures, and workflows; gathering, evaluating, and documenting functional requirements; coordinating with stakeholders across multiple organizational levels to resolve issues and implement solutions; leading or mentoring team members on project assignments; monitoring project milestones, deliverables, and performance measures; and preparing reports, briefings, or recommendations for management decision-making.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.

This position requires the incumbent to possess or attain at least an Information Assurance Technical (IAT) Level II certification within 6 months of entering the position. Employees will be required to sign a Statement of Understanding regarding the certification requirement and maintaining the required certification is a condition of employment. This position has been identified and will be covered by DoD 8570.01-M, Information Assurance Workforce Improvement Program and requires certification.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
