The Defense Security Cooperation Agency (DSCA) is the lead agency within the U.S. Department of Defense responsible for the management of security cooperation programs and foreign military sales (FMS) to support U.S. national security objectives. The DSCA provides financial and technical assistance, transfer of defense articles and services, and military education and training to allies, partners, and other friendly foreign governments. The agency was established in 1971 and is headquartered in Arlington, Virginia.
