Position Information

Looking for a Registered Professional Land Surveyor experienced in Project Management. The ideal candidate would be able to coordinate land survey projects, interact with teams of engineers and other professionals across the state, and mentor junior staff. Ability to prioritize projects and complete them on time when needed by customers is essential. This position will also assist with developing process improvements that will be implemented statewide and change management for process improvements. There will be travel for projects statewide and survey industry outreach. Field data collection will be required from successful candidates.

Position Description

Manages advanced surveying projects, providing leadership in planning, oversight, and compliance with state and federal survey regulations. Oversees survey project objectives, ensures survey quality assurance/quality control, and maintains survey project integrity. Work requires extensive contact with agency management, governmental officials, and private entities. Serves as a lead worker. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

• Consults with project engineers, resident project representatives, and consultants' superiors.
• Coordinates survey project activities with other state agencies, governmental jurisdictions, or other professionals.
• Evaluates and assesses survey business process improvement initiatives performed by others.
• Oversees survey project assignments, determines work assignments to complete survey project plans.
• Reviews and analyzes survey project performance and objectives to determine opportunities for improvement.
• Serves as a lead worker by advising, training, and coaching survey employees to increase job efficiency.
• Performs other job related responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basi s. Substitutions for Minimum Qualifications

Experience: 6 years of experience in construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

• Valid driver's license. This position requires driving a state vehicle.
• Mandatory: Safety Impact Certificate
• May require certification as a Project Management Professional (PMP), Six Sigma Black Belt or one or more change management
  disciplines.

Preferred Qualifications:

• Texas Registered Professional Land Surveyor or ability to obtain registration within 6 months

Competencies:

• Analyze complex survey information and develop plans to address identified issues
• Ability to establish survey project goals and objectives
• Ability to evaluate survey process performance
• Follow applicable survey safety standards, practices, and procedures
• Extensive knowledge of survey industry guidelines, specifications and codes in the production and use of surveys
• Expert skill in leading, assigning, reviewing, and monitoring the work of others
• Considerable knowledge of survey project scheduling and coordination activities
• Proficient skill in public relations for maintaining effective working relationships with individuals and groups
• Considerable knowledge of systems and procedures used to evaluate a third-party survey vendor's performance
• Expert skill in using computers and applicable computer software and instruments: Open Roads Designer, Trimble Business Center, Total Station, Global Navigation Satellite Systems, Levels, Static Scanners

Physical Requirements and Working Conditions:

• Close visual acuity-work includes data/figures; view a computer screen; extensive reading
• Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
• Repetitive motion-substantial movments of the wrists, hands, and/or fingers
• Standing-prolonged periods of time

• Will need to travel across Texas for industry events, meetings, and field data collection. Scheduling will be flexible.
• Mentorship of interns in survey practice and projects. Providing signature for applicable experience gained towards staff registration as a land surveyor.
• Ability to sign and seal land survey deliverables for survey projects.
• Capable of performing change management activities such as conducting training, presentations, and workshops.
