Responsible for overseeing the developmentand administration ofcontracts for the repair, maintenance, and condition
assessment of the water distribution system. Manage preparation, planning, and submitting of contracts for bid. Provide
oversight and coordination of multiple contracts of various amounts. Review, manage, and track contractor performance
and submittals ensuring compliance with contract requirements and funding. Provide professional input for decision
making and planning. Monitor budget status and contract documentation. Maintain project records, tracking, and
reporting. Analyzes data and evaluates program success. Serves as liaison between City personnel, contractors, and
outside agencies. Responds to request, complaints, and inquiries from citizens, City officials, and agencies outside the
organization. Contracts will include various on-call and maintenance contracts. Must communicate effectively with all
levels of the organization in order to manage projects, programs, and personnel. Supervisory duties include managing,
training, and developing staff.

WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items (up to 80 pounds) and/or occasional periods of walking on
rough surfaces. Occasional minor discomforts from exposure to less-than optimal temperature and air conditions.
This is a Department of Houston Public Works Emergency Management Position at the Tier I Level.
MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS
Six (6) years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.

Substitutions: A Master's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field may be substituted for two (2) years of the above experience requirement.

Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES

Preference will be given to applicants with
  • Experience in environmental science, public relations, planning, business, and/or construction management
  • Knowledge of water utility operations and asset management
  • Experience and knowledge of using INFOR, Contract Payment Application, Microsoft Excel & Word
  • Excellent organization, communication, and technical proficiency
  • Has a valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).
