Position Information

This posting is for one (1) Transportation Engineer III - IV, depending on business need and applicants' qualifications.

Position Description

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer IV:

• Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans,
  specifications, estimates and contracts.
• Performs highly advanced and complex planning work such as plan review, calculations and transportation planning
  studies.
• Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for
  highly complex transportation projects.
• Assists with design, computer operations and plan preparation.
• Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant
  traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
• Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA,
  contractors, fabricators, Corps of Engineers and local entities.
• Coordinates with Area Engineers and reviews area office contract submissions.
• Coordinates with local officials on critical findings involving structures which are not under state jurisdictions to
  have them posted, repaired or closed to the traveling public.
• Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special
  specifications or special provisions.
• Performs other job responsibilities as assigned.

Additional Duties for a Transportation Engineer V:

• Reviews, develops and supports Standard Operating Procedures for developing, maintaining and archiving project
  schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
• Coordinates and/or monitors assigned projects/programs/plans.
• Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.
• Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so
  that projects may be executed in the most efficient and effective manner possible.
• May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to
  the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operations
  coverage.
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Transportation Engineer IV:

Experience: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Transportation Engineer V:

Experience: 8 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

• Valid class C driver's license. This position requires driving a state vehicle.
• Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Competencies:

Tranpsortation Engineer IV:

• Government programs and operations affecting highway and transportation development

• Geometric design relationships to traffic operations, maintenance and construction

  support business objectives and goals

Additional Competencies for a Transportation Engineer V:

• Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory
• Standards and specifications for bridges and other transportation structures
• Pavement concepts, methods, policies and requirements

Physical Requirements and Working Conditions:

• Subject to outside environmental conditions; no effective weather protection
• Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
• Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
• Balancing-walking, standing, crouching on various surfaces without falling
• Standing-prolonged periods of time
• Walking-moving on foot to accomplish tasks: long distance/from one work site to another
• Talking-expressing or exchanging ideas by spoken words
• Hearing-perceive sound at normal speaking levels;receive information by oral communication
• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
• Visual Acuity-determine work quality/make general observations of facilities/structures
