Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Health Technology and Products (OHTP).

As a IT Specialist (SYS/ANALYSIS), GS-2210-12, you will serve as a Technical Product Designer within OHTP and is responsible for designing, developing, and iterating on digital products and services.

Duties

• Develop, implement, and/or oversee a variety of complex IT projects to develop, modify, or enhance a product, service, or system.
• Facilitate the end-to-end design of digital products and services, encompassing the full spectrum of user experience and product development activities.
• Collaborate closely with software engineers and enterprise architects to ensure that design solutions are technically sound and aligned with enterprise architecture standards, infrastructure constraints, and system integration requirements.
• Analyze research findings to influence product and service development, evaluating a range of qualitative and quantitative metrics using frameworks centered on user needs, resource prioritization, and program management.
• Participate in inter- and intra-agency working groups, contributing technical design expertise and activities, serving as a knowledgeable and credible technical voice in collaborative forums.

In order to qualify for the GS-12 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include:

1. Leading the development and delivering Application Programming Interfaces (APIs) to enable standards-based, interoperable data sharing for healthcare decision-making; AND
2. Developing IT product requirements and data solutions that support Alternative Payment Model (APM) initiatives to improve care delivery and care coordination; AND
3. Managing stakeholder relationships to establish priorities for IT investments and build business cases supporting data-sharing product delivery.

AND

You must possess IT-related experience demonstrating each of the competencies listed below.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
