Full Job Description
Title: Project Manager - Project Lead- 13482
Department / Client: State of South Carolina - SC Housing Finance and Development Authority (SC Housing)
Location: Columbia, South Carolina ( Candidate must be a CURRENT SC resident. No relocation allowed.)
Work Mode: Fully Onsite
Duration: 12 Months from projected start date (Possibility for extension if initiatives are not complete)
Closing Date & Time: 9/11/2026 5:00:00 PM EST
Interview Process: 1 Round of Onsite Interviews (Candidate must be available for Onsite Interviews). Scheduling target: 09/14/2026 (preferably afternoons, 2-5 PM).

Position Overview
This is a new position to assist with SCHOUSING project initiatives. The candidate will manage several projects through solicitation, selection, contract negotiation, acquisition, implementation, migration, archival and sunset of legacy applications.

Daily Duties / Responsibilities
  • Plan, organize and manage all project management activities for agency wide initiatives as an experienced agency project manager.
  • Demonstrate project management expertise in both traditional and agile methodologies and influence project team compliance with industry best practices.
  • Manage the overall planning, execution and delivery of multiple projects in parallel. Control scope and schedule to ensure project deliverables, milestones and required tasks are completed as planned.
  • Bring strong project management expertise, the ability to collaborate effectively with technical teams and business stakeholders, and a proven track record of delivering projects on time, within scope and aligned with organizational objectives.
  • Plan and conduct project status and review meetings. Prepare project status reports and provide updates to project stakeholders and sponsors. Must be able to work with a diverse group of professionals in all levels of the agency.
  • Prepare necessary documentation to support project initiatives. Manage development of project documentation for new services assigned. Ensure all required project documentation is developed and maintained throughout the project lifecycle.
  • Engage in ongoing process improvement around delivery, methodology and other relevant areas. Identify potential problems proactively and facilitate problem resolutions by implementing risk mitigation strategies.
  • Manage current projects including, but not limited to:
    • Mortgage Servicing and Mortgage Production technology solution
    • Development and Compliance Monitoring technology solution
    • Contract Administration technology solution
    • Agency Business Continuity
    • Space Needs - Assess facility requirements for a new location that supports workforce needs, operational efficiency, and future growth.

Qualifications, Education & Certifications
  • Education: Bachelor's degree in Business Management, Information Technology, or related field (degree must be complete and verifiable) and project management experience managing large projects of moderate complexity and risk.
  • Certifications: PMP, PMI-ACP or CSM certification required or in the process of obtaining certification.
