As a INFORMATION TECHNOLOGY SPECIALIST (OPERATIONS & SECURITY)) at the GS-2210-14 some of your typical work assignments may include:
- Serve as a senior technical authority, Customer Support lead and Program Manager for the Outside the Continental United States (OCONUS) Common Information Technology (IT) Enterprise.
- Lead the Planning, Programming, Budgeting, and Execution (PPB&E) processes to ensure IT portfolios are resourced effectively to meet global mission requirements.
- Formulate, develop, and implement strategic plans, policies, and guidelines that govern the deployment, integration, and optimization of IT infrastructure across diverse international theaters.
- Leverage in-depth cybersecurity knowledge to ensure all proposed architectures, systems, cloud solutions, and strategic initiatives strictly align with Department of War (DoW) cybersecurity frameworks, proactively protecting enterprise data against sophisticated threats.
- Lead cross-functional teams tasked with modernizing legacy systems, ensuring high availability, interoperability, and secure communications across complex coalition and joint force environments to maintain operational readiness.
- Monitor the execution of IT funds, conduct detailed cost-benefit analyses, and resolve complex financial discrepancies.
- Negotiate complex service standards and agreements, establish and monitor Service Level Agreements (SLAs) and metrics to evaluate OCONUS IT service delivery.

QualificationsYou may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Applying a comprehensive understanding of network infrastructure design, transit pathways, and theater-specific connectivity constraints to inform strategic IT planning; analyzing emerging technologies, cloud architectures, and global cybersecurity protocols to determine their technical viability and cost-effectiveness; developing comprehensive budget estimates, detailed justifications, and spend plans; serving as the principal customer advocate and liaison between mission owners, technical service providers, and headquarters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
