As an HR Specialist (Recruitment and Placement) you will for the following duties:
- Provides classification and staffing/placement services for the full range of grade levels and positions at the DFC involving complex organizations and highly technical occupations with unique requirements and unusual skill sets.
- Develops and evaluates position descriptions, including new positions, positions with new standards and positions in need of rewriting and classification.
- Performs job analysis, preparation of vacancy announcements, development of assessment tools, application reviews, rating, ranking and panel instruction, certification and auditing of actions, and preparation of job offers and letters to unsuccessful candidates.
- Conducts research of the U.S. Code, new legislation, the Code of Federal Regulations, OPM directives and guidance, Comptroller General Decisions, and a variety of other sources within and outside of government.
- Develops and presents human resources related training to supervisors, managers and employees.
- Ensures that customers understand the requirements, intent and operations of the program, and provides accurate and appropriate guidance and assistance to managers and employees.
- Conducts and coordinates all new employee orientation activities. Provides new hires instructions for completing personnel forms, provides detailed information concerning employee benefits and ensures forms are completed and forwarded to the assistants and HR Benefits Specialist, as appropriate, for accurate and timely processing. Keeps orientation materials current and reviews the process to ensure it is efficient and effective.

QualificationsStatus candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-13 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as experience provide staffing advisory and consultative services and experience in all of the following:
- Preparing vacancy announcements, job analyses, and crediting plans; reviewing, rating and ranking applications; conducting panels; issuing certificates; corresponding with and responding to applicants; making job offers and assisting new hires with arrangements for entrance on duty; and
- Assisting hiring managers in developing strategic plans to research, evaluate and identify the best approaches and methods to reach targeted applicant groups and attract quality candidates to fill vacant positions
Note: Education is not substitutional at this grade level.
