Summary

You will serve as a Financial Manager in the Financial Management, Code 330100, Division of NAVAL RESEARCH LABORATORY.

Duties

Help

  • You will support the full spectrum of Working Capital Fund financial management functions, including financial and cost accounting, budgeting, equipment and property accounting, financial reporting and financial audit.
  • You will make recommendations and prepare background financial information and data to guide the management decisions of the NRL Comptroller/Head, FMD.
  • You will assume the full range of roles and duties in the absence of the NRL Comptroller/Head, Financial Management Division.
  • You will serve as an advisor to the NRL Comptroller/Head, FMD on financial matters and financial strategy while making recommendations on such subjects as civilian personnel management, carryover, financial metrics, etc.
  • You will ensure the proper development, formulation, maintenance and enhancement of existing and future software systems used in financial and resource management.
  • You will periodically collaborate with information technology groups responsible for the implementation and sustainment of business management software and technology.
  • You will ensure the proper development of formal policy issuances, execution of studies, intranet and internet webpage content management and workflow/ process streamlining.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-04 pay band in the Federal service equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing principles, methods, techniques, and systems of financial management of the Navy and Defense Working Capital Fund; 2) Demonstrating experience with budgeting, accounting, audit, and financial reporting; 3) Utilizing experience in the maintenance and operation of Navy Enterprise Resource Planning (ERP) and 4) Developing, applying, and adjusting financial plans and policies to attain organizational objectives.
