ASR International Corporation, with over 40years of experience providing engineering, construction management, and technical services to the U.S. Department of Defense, is seeking a qualified Electrical Engineer to support the USAF at Hurlburt Field, Florida.
This position is embedded in the Engineering Flight (CEN), with coordination as needed with the Operations Flight (CEO). The role provides critical electrical engineering expertise for requirement development, design management, project development, technical reviews, and solutions for complex electrical systems supporting Special Operations facilities, infrastructure, and utility systems (including high voltage distribution).
Services are performed on-site at Hurlburt Field. This is a key personnel position under the contract.
Position Summary
The CEN-Electrical Engineer will deliver high-quality, timely electrical engineering support services and deliverables. Work includes developing solutions and designs for complex electrical systems, supporting pre-award and project development activities, reviewing A/E and construction deliverables, providing technical expertise in meetings, and ensuring compliance with applicable standards. All work supports the 1 SOCES mission and must meet strict performance thresholds (e.g., adequate requirement definition 60;90% of the time; documents with only minor errors and revisions completed in 60;2 days).
Key Responsibilities
Electrical Systems Design & Solutions:
  • Develop solutions and designs for complex electrical systems related to DoD/commercial facilities, infrastructure, and utility systems, including facility electrical systems and high voltage distribution systems.
Requirement Development Support (CEN):
  • Perform data collection and analysis to sufficiently define requirements for project programming and submission to A/E firms.
  • Produce specifications, parametric cost estimates, and supporting documentation (e.g., DD Form 1391 data).
  • Design and produce visual media products and utilize geospatial tools (GeoBase, GeoReach) as required.
Design Management & Pre-Award Support:
  • Develop technical requirements and documents suitable for delivery to A/E contractors.
  • Review A/E design submittals for functional/technical accuracy, completeness, and regulatory compliance; provide written recommendations for acceptance or rejection within one week.
  • Assist in managing A/E contracts and provide technical interchange support (presentations, agendas, meeting minutes).
Design & Project Development Support:
  • Prepare documents and technical requirements suitable for construction contractors, including statements of work and parametric estimates.
  • Review construction contractor deliverables and provide technical recommendations.
Technical & Administrative Support:
  • Provide cost and scheduling support, project status reports, and alternative corrective measures during design/construction phases.
  • Maintain program/project files, organize documentation, and provide administrative support (e.g., filing meeting minutes).
  • Deliver monthly status reports and support Quality Control Plan requirements.
  • Use government ADP systems and maintain data repositories while handling only CUI-level information.
Compliance & Professional Standards:
  • Ensure all work avoids inherently governmental functions; do not make binding decisions, obligate funds, or sign contracts on behalf of the Government.
  • Maintain high standards of personal hygiene and professional appearance while on duty.
  • Complete required training (Level 1 Anti-Terrorism, Information Assurance certification per DoDM 8140.03) and maintain current CAC and base access.
Minimum Qualifications
  • Education: Bachelor's degree in Electrical Engineering
  • Experience: Minimum five (5) years developing solutions and designs to complex electrical systems related to DoD or commercial facilities, infrastructure, and utility systems (facility electrical systems and high voltage distribution systems).
  • Citizenship & Access: U.S. Citizenship required. Must be able to obtain and maintain a Common Access Card (CAC), successfully complete NACI/SF85 background investigation (position of trust for unescorted base access and system access), and complete required Information Assurance certification. No access to classified information; CUI handling only.
  • No foreign nationals permitted.
  • Proficiency with Microsoft Office Suite and ability to use relevant design/calculation software for electrical and construction management tasks.
  • Strong written and verbal communication skills for technical reports, presentations, and stakeholder coordination.
  • Valid U.S. driver's license (for on-base operations).
Preferred Qualifications
  • Professional Engineer (PE) license in Electrical Engineering.
  • Prior experience supporting U.S. Air Force, Special Operations, or DoD civil engineer projects, preferably at installations similar to Hurlburt Field.
  • Familiarity with Unified Facilities Criteria (UFC), National Electrical Code (NEC), NFPA standards, and federal acquisition/construction processes (e.g., DD Form 1391, parametric estimating, A/E submittal review).
  • Experience with geospatial tools (GeoBase) or government ADP systems used by civil engineer squadrons.
  • Work Environment, Schedule & Location

Location: On-site at Hurlburt Field, Florida (desk space and government-furnished computer with unclassified network access in Building 90053). No routine travel outside the Hurlburt Field perimeter is expected.

Hours: Core base hours [redacted], Monday-Friday. Contractor may adjust hours as needed for timely completion at no additional cost to the Government. No work required on 11 federal holidays. Performance is not mission-essential during crises unless directed in writing.
