General Engineer - Project Programmer
Hurlburt Field, Florida | Full-Time, On-Site
This position is embedded in the Engineering Flight (CEN). The role focuses on upfront requirements definition, project programming, data analysis, and development of technical packages that enable successful design and construction execution for Special Operations facilities and infrastructure.
Services are performed on-site at Hurlburt Field in support of a Performance Work Statement (PWS) dated 15 June 2026.
Position Summary The CEN-General Engineer Project Programmer will deliver high-quality, timely programming and requirements support services and deliverables. Work includes data collection and analysis, development of programming documents and cost estimates, visual media and geospatial support, and technical reviews while meeting strict performance thresholds (adequate requirement definition 690% of the time; documents with only minor errors and revisions completed in 62 days).
Key ResponsibilitiesProject Programming & Requirements Definition: 42 Perform data collection and analysis to sufficiently define requirements for project programming and submission to A/E firms. 42 Develop parametric cost estimates, design instructions, and supporting data for DD Form 1391s and other programming documents.
Requirement Development & Visual/Geospatial Support: 42 Design and produce visual media products in support of the 1 SOCES mission. 42 Utilize geospatial information (GeoBase, GeoReach) in support of 1 SOCES programs.
Design Management & Pre-Award Support: 42 Develop technical requirements and documents suitable for delivery to A/E contractors. 42 Review A/E design submittals for functional/technical accuracy, completeness, and regulatory compliance; provide written recommendations within one week. 42 Provide technical interchange support including presentations, agendas, and meeting minutes.
Design & Project Development Support: 42 Prepare documents and technical requirements suitable for construction contractors. 42 Review construction contractor deliverables and provide technical recommendations.
Technical & Administrative Support: 42 Maintain program/project files, organize documentation, and provide administrative support. 42 Deliver monthly status reports and support Quality Control Plan requirements. 42 Use government ADP systems and maintain data repositories while handling only CUI-level information.
Compliance & Professional Standards: 42 Ensure all work avoids inherently governmental functions; do not make binding decisions, obligate funds, or sign contracts on behalf of the Government. 42 Maintain high standards of personal hygiene and professional appearance while on duty. 42 Complete required training (Level 1 Anti-Terrorism, Information Assurance certification per DoDM 8140.03) and maintain current CAC and base access.
Minimum Qualifications 42 Education: Bachelors degree in engineering or architecture from an ABET- or NAAB-accredited curriculum. 42 Experience: Minimum five (5) years developing programs, solutions, and designs related to DoD or commercial facilities, infrastructure, and utility systems. 42 Citizenship & Access: U.S. Citizenship required. Must be able to obtain and maintain a Common Access Card (CAC), successfully complete NACI/SF85 background investigation (position of trust for unescorted base access and system access), and complete required Information Assurance certification. No access to classified information; CUI handling only. No foreign nationals permitted. 42 Proficiency with Microsoft Office Suite and ability to use relevant design/calculation software. 42 Strong written and verbal communication skills for technical reports, presentations, and stakeholder coordination. 42 Valid U.S. drivers license (for on-base operations).
Preferred Qualifications 42 Experience with Air Force project programming, DD Form 1391 processes, and federal construction support. 42 Strong data analysis, technical writing, and presentation skills. 42 Familiarity with geospatial tools (GeoBase) or government ADP systems used by civil engineer squadrons.
Work Environment, Schedule & Location: On-site at Hurlburt Field, Florida (desk space and government-furnished computer with unclassified network access in Building 90053). No routine travel outside the Hurlburt Field perimeter is expected.
Hours: Core base hours 0730-1630, Monday-Friday. Contractor may adjust hours as needed for timely completion at no additional cost to the Government. No work required on 11 federal holidays. Performance is not mission-essential during crises unless directed in writing.
