The Project Controls Manager is responsible for establishing and governing all cost, schedule risk, and change management functions for a large-scale Outsourced Semiconductor Assembly and Test (OSAT) facility. This role ensures integrated control of scope, budget, and schedule across engineering, procurement, construction, and tool installation activities.
The position serves as the Amkor's single point of accountability for project controls, providing real-time visibility into project performance, forecasting, and driving corrective actions to maintain alignment with funding, schedule milestones, and business objectives.
- Develop and implement a Project Controls Execution Plan (PEP) aligned to project delivery strategy
- Establish standardized processes for:
- Cost Estimate and budget development
- Cost management, including GMP structure and SOV establishment with contractors
- Scheduling & progress measurement
- Change control
- Risk management
- Define governance structures, reporting, and escalation protocol
Cost Management & Forecasting- Own the total project budget, commitments, and forecast-to-complete (FTC)
- Manage Oversee the development and structure of cost estimates
- Establish project budget
- GMP tracking and buyout alignment
- Owner direct procurement (ODP) tracking
- Owner Contingency establishment and drawdown strategy
- Lead monthly cost forecasting and variance analysis with clear drivers and mitigation actions
- Ensure alignment between cost reporting and funding milestones
Schedule Oversight- Oversee the development and maintenance of an integrated master scheduleacross:
- Design
- Procurement
- Construction
- Tool install & startup
- Validate contractor schedules and logic against critical path and milestone requirements
- Implement schedule integrity checks (float analysis, logic validation, resource loading)
- Lead weekly schedule reviews and recovery planning sessions
Progress Measurement & Performance Reporting- Develop a quantifiable progress measurement system (earned value or equivalent)
- Establish KPIs for executive level reporting:
- Schedule performance (SPI)
- Cost performance (CPI)
- Productivity and installation rates
- Deliver executive dashboards with:
- Variance analysis
- Trend forecasting
- Risks - tied to key milestones
Change Management & Controls- Establish and enforce achange control process across all stakeholders
- In coordination with Program Manager - Track and manage
- RFIs with cost/schedule impact
- Change orders and potential changes
- Design evolution vs. budget baseline
- Ensure changes are quantified, approved, and fully integrated into cost/schedule forecasts
Risk Management- Lead identification, quantification, and tracking of project risks and opportunities
- Maintain a risk register linked to:
- Cost contingency
- Schedule float
- Drive mitigation planning and monitor effectiveness
Stakeholder Coordination- Interface with:
- General contractors
- Design teams (A/E)
- Tool vendors and owner suppliers
- Internal stakeholders (Finance, Procurement)
- Ensure alignment between project controls data and decision-making at executive level
Minimum QualificationsExperience- 10-20+ years in:
- Project controls on large-scale industrial or manufacturing projects
- Semiconductor facilities (Fab, OSAT preferred)
- Proven experience managing:
- Multi-billion-dollar capital projects
- Integrated cost and schedule systems
- Strong background in:
- EPC / GMP project environments
- Cleanroom and process utility-intensive projects
Technical Knowledge- Advanced expertise in:
- Cost management systems and forecasting methodologies
- Primavera P6 (or other scheduling tools)
- Working knowledge of:
- Semiconductor facility construction sequencing/costs
Leadership Competencies- Ability to challenge contractor assumptions and data
- Executive-level communication and reporting capability
- Ability to synthesize complex data into decision-ready insights

Location:This position will be based at the Arizona Tempe and Peoria sites during the Construction phase and will transition to Peoria for management during the Factory Operation phase.
