The Team:

Leads and oversees Operations Technology within Capital Markets Technology globally ensuring business strategies, targets and initiatives are executed / delivered in compliance with governing regulations, internal policies, and procedures.

The Role

The Director, Fixed Income Settlements Technology, as the technology owner, will be responsible for the strategic direction, leadership, and oversight of the Global Fixed Income Technology team in Toronto with a focus on modernization across the portfolio. The role includes developing and implementing the appropriate Fixed Income Operations technology strategy, which mitigates operational risk and delivers value, in collaboration with Global Wholesale Operations stakeholders and regional Technology teams. This individual will ensure business strategies, plans and initiatives are supported in compliance with governing internal standards, policies and procedures as well as regulations in Canada (IIROC, OSC), the U.S. (SEC, FRB NY, NY DFS) and abroad (UK FCA, Singapore MAS etc.)

The incumbent will manage all technological aspects of Fixed Income Settlements and Clearing. The incumbent will own and manage the IMPACT portfolio of projects globally and support IMPACT globally for GBM and GT. The incumbent will own and manage the vendor relationships on the Fixed Income Settlements portfolio.

  • Builds a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment, currently 75 staff
  • Communicates the Bank's risk culture and risk appetite throughout their teams.
  • Communicates vision/values/business strategy and manages succession and development planning for the team.
  • Aggregating capacity and demand of the work portfolio
  • Ensures the timely development and implementation of multiple applications and IT solutions - involving multiple systems, multiple dependencies and multiple stakeholders/business partners - where solutions cross business lines and customer segments, globally
  • Plans and directs application/technology projects and ongoing support, and leads their teams of Project Managers, Developers and Business Analysts.
  • Effective communication skills to executive leadership, business leaders and staff
  • Interprets and implements a continuous improvement process and mindset for production issues to ensure the effective and timely resolution of problems and knowledge transfer.
  • Manages policy development to address ongoing complex business issue
  • Delivery and management of highly complex technology programs which consist of multiple IT projects for multiple business partners and stakeholders, across multiple business units and lines of business
  • The incumbent is responsible for all development projects within the department and manages multiple small and large projects concurrently.
  • The incumbent must ensure high availability, integrity and reliability of programs and processes developed where the consequence of error could expose the Bank to a significant loss or undue risk.
  • Partners with stakeholders to translate business requirements into actionable strategies and then identifies
  • appropriate solutions to deliver on objectives. Ensures that all work adheres to GWRT's strategic architectural direction and Bank Standards.
  • Acts as a primary interface and conduit between the operational owners and other technology groups to lead the facilitation and execution of operations technology management activities.
  • Builds a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment and using a coaching mindset and behaviors; communicating vison/values/business strategy; and managing succession and development planning for the team.

  • Engineering/Development or strong technical background is required
  • Experienced with vendor communication and management
  • Relevant capital markets knowledge and experience (existing systems and new technologies like Broadridge).
  • Excellent business knowledge and experience (understanding of vision, financial objectives/how business functions and core processes interact/the strategic importance of projects, how they relate to Scotiabank's goals, how projects interact/impact of change and/or delays in projects).
  • Process knowledge and experience in scheduling, resource allocation, risk management and systems design.
  • Critical thinking, continuous improvement and transformation in leading the group delivering high performance while aligning to group and Bank's strategic direction.
