Position Purpose:Infrastructure Ontario is seeking a Director, Capital Delivery (Public Works) to oversee the planning, procurement, delivery, and implementation of complex public infrastructure projects that improve the lives of Ontarians. In this role, you will provide strategic direction, commercial expertise, and project oversight across a portfolio of major public works initiatives while ensuring projects are delivered within approved scope, schedule, budget, quality, and safety requirements.
Working closely with clients, key partners, consultants, contractors, and internal teams, you will influence project outcomes, resolve complex issues, manage risk, and help advance critical infrastructure investments that support communities across Ontario.
What You Will Do:- Oversee the successful delivery of multiple large-scale public works and civil infrastructure projects from planning through completion.
- Provide strategic project oversight and direction throughout procurement, implementation, construction, commissioning, and close-out phases.
- Lead and develop multidisciplinary project teams, including providing coaching, mentoring, performance feedback, development planning, and conducting performance evaluations for Project Coordinators and Project Managers.
- Develop and implement project execution strategies, milestones, performance measures, and resource allocation plans.
- Collaborate with clients, key partners, consultants, and service providers to advance project objectives and achieve successful outcomes.
- Negotiate and administer complex agreements, procure high-value professional services, and manage external consulting resources.
- Monitor project performance through established project controls, governance frameworks, reporting mechanisms, and quality management processes.
- Identify, evaluate, and mitigate project risks while escalating significant issues and recommendations to executive leadership when required.
- Partner with finance, legal, communications, and other corporate functions to support effective project delivery.
- Facilitate lessons learned, continuous improvement initiatives, and process optimization activities that strengthen future project delivery outcomes.
- Ensure compliance with applicable legislation, industry standards, contractual obligations, quality requirements, and safety expectations.
Who You Are:You bring expertise gained through professional learning and practical experience in infrastructure project delivery, construction, engineering, architecture, contract administration, business, or related disciplines.
We are interested in candidates who demonstrate:
- Significant experience delivering large, complex public works, transportation, transit, roadway, highway, municipal, or heavy civil infrastructure projects.
- Experience managing projects through planning, procurement, construction, and implementation phases.
- Knowledge and appreciation of infrastructure delivery models, including P3 and other major public-sector procurement approaches.
- Experience with contract administration, project governance, procurement, commercial negotiations, and construction finance.
- Ability to review, examine, evaluate, and report on project risks, commercial matters, schedules, budgets, and delivery performance.
- Experience managing claims, dispute resolution processes, commercial negotiations, and contract-related issues on large and complex infrastructure projects.
- Experience influencing outcomes in complex, multi-party environments involving clients, consultants, contractors, public-sector organizations, and other key partners.
- Strong communication, presentation, relationship-building, and negotiation capabilities.
- Experience coordinating diverse teams and fostering an environment of accountability, growth, and continuous improvement.
- Knowledge of applicable infrastructure codes, standards, regulations, and industry practices.
- Professional certifications or designations such as PMP, P.Eng., OAA, or other relevant professional accreditations are considered assets.
- A customer and client-focused approach combined with sound judgment, strategic thinking, and the ability to develop sustainable solutions to complex issues.

We offer a competitive salary range of
$161,900 to
$191,000 (PM5 level), pay will align with skills, knowledge and experience of the candidate.
