Position Description

Position Summary

In this role, the individual will perform advanced (senior-level) procurement and contract administration work supporting the mission critical functions of the agency's DIR-A Procurements program. Opportunities also include work on coordinating procurements for large scope, high-dollar, and/or multi-award telecommunications and DIR-A contracts by defining requirements and developing, negotiating, and awarding contracts, as well as documenting and implementing process improvements, developing guidelines, policies, and procedures. Duties include prioritization of work streams and setting standards for achieving procurement program goals. Additionally, this individual may purchase commodities and equipment of a specialized or complex nature, including Information Technology related goods and services; complies with current purchasing policies and regulations and ensures state procurement procedures are followed. This is an opportunity to work under limited direction from the DIR-A Procurements Director with considerable latitude for the use of initiative and independent judgment.
• Coordinates telecommunications and DIR-A procurements on behalf of the Chief Procurement Office.
• Makes recommendations on improving existing departmental guidelines, policies, and procedures; develops schedules, priorities, and standards for achieving procurement and contract management program goals; ensures compliance with current procurement and contracting policies, regulations, and procedures.
• Oversees or prepares the scope of work, specifications, and conditions for new contracts; oversees the distribution of bid invitations to vendors.
• Reviews submitted proposals for administrative compliance, prepares contracts; leads negotiations; and awards new contracts.
• Oversees the operations and activities of monitoring contract performance, ensuring contract compliance, developing, and tracking key metrics, fiscal data, identifying cost savings. Develops short- and long-term strategies and goals for the administration of contracts.
• Serves as a resource to other CPO staff and agency program areas on escalated issues of an unusual nature.
• Provides customer consultation, evaluates customer requirements, and advises in the development of contract specifications to achieve optimal balance between best value and cost savings; includes conducting customer workgroups to gather input for use in developing RFO specifications.
• Performs other duties as assigned.

Additional Responsibilities
• Participates in training for and maintains required certification(s).
• Reviews and analyzes legislation related to procurement and contracting.
• May identify or forecast cost savings for initial contract, extensions, and amendments compared to previous contract.

Qualifications:

Education

  • Graduation from an accredited four-year college or university with major course work in business, information technology or related field.
  • Additional work-related experience may be substituted for each year of formal education.


Experience and Training Required
• Six (6) years of experience developing and implementing procurement and contract management-related processes, participating in, and developing solicitations, managing procurement projects, interacting with business units and legal counsel, conducting vendor discussions, and developing and administering contracts.

Experience and Training Preferred
• In-depth experience in and knowledge of information technology procurement and contract management/negotiations and its application in the public sector and all customer segments (e.g., state agency, universities, counties, cities, and independent school districts).
• Experience working in a for-profit or cost recovery operation.
• Certified Texas Contract Manager (CTCM) certification.
• Certified Texas Contract Developer (CTCD) certification.

Certifications / Licenses

  • Certified Texas Contract Manager (CTCM) certification must be obtained within one (1) year of employment if not already certified, unless otherwise approved by Supervisor.
  • Certified Texas Contract Developer (CTCD) certification must be obtained within one (1) year of employment if not already certified, unless otherwise approved by Supervisor.


Knowledge, Skills, and Abilities

  • In-depth knowledge of state of Texas procurement laws, regulations, procedures, and contract management guidelines.

• Knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product characteristics and technical specifications.

  • Knowledge of negotiation strategies and techniques, of contract administration and cost monitoring for large scope, high-dollar, or DIR-A contracts; of systems and procedures used to evaluate a third-party vendor's performance; and of local, state, and federal laws and regulations relevant to the administration of federal or state funds.
  • Knowledge of contract and vendor management principles.
  • Demonstrated skill in developing standard form contracts including the ability to select and apply the appropriate contract instrument for various acquisition strategies.
  • Demonstrated ability to communicate effectively to individuals and groups; to prepare and make effective presentations in formal and informal settings, including the agency's Board of Directors
  • Demonstrated ability to perform vendor management.
  • Demonstrated ability to interpret policies, procedures, regulations.
  • Demonstrated ability to work on concurrent tasks while effectively prioritizing and coordinating work assignments.
  • Demonstrated ability to proactively identify and execute next steps to reach resolution or complete tasks.

• Ability to gather, assemble, correlate, and analyze facts and devise solutions to procurement and contract management challenges.
• Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers.
• Ability to understand, follow and convey brief oral and/or written instructions.
• Ability to communicate both verbally and in writing, in a clear and concise manner.
