Duties:The Database Technical Expert position within the Economic Research Service will provide specialized technical leadership in the design, security, optimization, modernization, and availability of ERS enterprise database environments that support the agency?s mission of economic and social science research. The enrollee will ensure mission-critical systems, data dissemination processes, and data platforms remain aligned with USDA and federal standards. The functions of this role will include analyzing and enhancing complex data environments, developing operational standards and procedures, coordinating across multiple technologies for high-impact projects, conducting advanced troubleshooting, implementing automation, supporting cloud integration, and improving database management practices to strengthen the production and delivery of ERS data products.The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.
- Lead the architecture, design, and enhancement of ERS enterprise database environments to ensure optimal performance, reliability, and support for mission-critical research and data dissemination. 35%
- Create, maintain, and ensure recovery of physical databases, including server software installation, database object creation, security implementation, data loading, and execution of backup and recovery activities. 35%
- Develop database application solutions that support ERS research and publishing needs, including designing data structures, interrelationships, storage requirements, and data processing code. 15%
- Provide systems analysis to improve database performance and efficacy, monitoring usage, evaluating procedural activities, identifying weaknesses, and recommending enhancements to data structures, security, and access methods. 15%
