The Document Controller prioritizes critical documentation required to support construction activities, commissioning, and upcoming turnover milestones.
- Throughout the day, the role coordinates with Construction Managers, Project Engineers, General Contractors, subcontractors, design consultants, commissioning teams, and Operations to collect, review, organize, and track project documentation. This includes maintaining document registers, managing revisions, verifying document accuracy, and ensuring information is properly uploaded and stored within project repositories.
- A significant portion of the day is dedicated to tracking turnover and closeout documentation, identifying gaps, following up on missing deliverables, and validating that records comply with project requirements and turnover documentation matrices. The Document Controller reviews O&M manuals, as-built drawings, testing and commissioning reports, warranty packages, training records, and other turnover-critical documents.
- The role also supports quality reviews of project documentation, ensuring records are complete, current, correctly classified, and audit-ready. Regular communication with project stakeholders is required to resolve documentation issues, maintain progress toward turnover milestones, and ensure Operations receives complete and accurate project records at handover.

Job Summary- The Document Controller is responsible for establishing, maintaining, tracking, reviewing, and governing project documentation throughout the construction lifecycle, from design and construction through commissioning, turnover, closeout, and transition to Operations.
- The position serves as a central coordination point between the project team, General Contractor, subcontractors, design consultants, commissioning teams, vendors, and Operations to ensure that project records and turnover deliverables are complete, current, traceable, properly classified, and stored within the approved project repository.
- A major focus of the position is ensuring that turnover documentation complies with contractual requirements, including the applicable Division 01 specifications and the project Turnover Documentation Matrix. The governing turnover specification requires deliverables to follow Appendix, etc., maintain records of ownership transfer, and upload electronic documentation to the Owner-designated project repository.
Key ResponsibilitiesDocument Control & Information Management• Maintain organized and traceable project records throughout the construction lifecycle.
• Control document numbering, naming, revision status, metadata, distribution, filing, retrieval, and archival.
- Maintain document registers and trackers for drawings, submittals, RFIs, reports, permits, certificates, closeout records, and turnover deliverables.
- Verify that documents are uploaded and filed within the appropriate project repository and folder structure.
• Identify duplicate, obsolete, superseded, incomplete, or incorrectly classified documentation.
• Maintain clear audit trails showing document status and ownership.
Submittal & RFI Administration
• Support the administration and tracking of technical submittals, shop drawings, product data, samples, RFIs, and supporting documentation.
• Monitor submittal status, revisions, reviewer comments, approvals, resubmittals, and outstanding actions.
• Ensure approved documents are clearly distinguishable from superseded or rejected versions.
• Coordinate with responsible stakeholders when documentation is overdue, incomplete, or requires correction.
• Maintain project-reference documentation, including RFIs, submittals and change-order information.
Turnover & Closeout Management
• Develop and maintain turnover and closeout document trackers.
• Review contractual requirements and establish required deliverables by discipline, system, equipment package, building, area, or turnover tranche.
• Track documentation against the applicable Turnover Documentation Matrix.
• Identify documentation gaps, overdue deliverables, and potential turnover risks.
• Coordinate with General Contractors, subcontractors, vendors, Engineering, Commissioning, and Operations for resolution.
• Support turnover planning, Go/No-Go readiness, final completion, and post-turnover closeout activities.
O&M Manual Management
• Track draft, submitted, reviewed, approved, and final O&M manuals.
• Verify O&M manuals are organized by the correct system/equipment and specification requirements.
• Confirm manuals contain applicable equipment information, operating instructions, maintenance requirements, warranties, drawings, certificates, test records, and supporting technical information.
• Verify final approved O&M documentation is properly filed and accessible to Operations.
As-Built & Record Drawing Control
• Maintain registers for IFC, revised, As-Built, and record drawings.
• Track As-Built documentation by discipline.
• Verify complete drawing sets are received.
• Coordinate missing or incomplete drawing packages with responsible contractors and designers.
• Track required native/source files in addition to PDF deliverables where applicable.
Testing, Commissioning & Technical Records
Maintain and track technical closeout records including applicable:
• Commissioning reports and scripts
• Test and balance reports
• Torque test results/reports
• Third-party testing
• Telecom test results
• Electrical coordination studies
• Arc-flash studies
• Relay settings and associated program files
• Grounding studies
• Equipment test and startup reports
• Native calculation and engineering files when contractually required
Equipment & Asset Documentation
• Coordinate equipment information required for turnover.
• Track equipment IDs/tags and associated documentation.
• Assist with validation of equipment records against drawings, O&M documentation, commissioning information, warranties, and vendor records.
• Support collection and validation of required equipment attributes for operational handover.
Warranties, Spare Parts, Attic Stock & Keys
Track and coordinate documentation associated with:
• Warranty books/packages
• Warranty start and expiration dates
• Critical spares
• Attic stock
• Specialty tools
• Equipment keys
• Mechanical/interlocking keys
• Ownership-transfer documentation and transmittals
Training Documentation
• Track required Operations training by discipline and equipment/system.
• Maintain training schedules, attendance records, training materials, presentations, and associated documentation.

• Coordinate outstanding training documentation before final turnover.
Compliance & Quality Control
• Perform quality-control reviews of documentation before final acceptance and turnover.
• Cross-reference documentation against specifications, contract requirements, approved submittals, drawings, equipment IDs, and turnover matrices.
• Identify missing, incorrect, incomplete, duplicated, or improperly classified records.
• Escalate gaps that could affect turnover readiness or operational acceptance.
