Full Job Description
The Construction Manager / Owner's Representative serves as the primary field liaison between the Client/Owner and contractors, ensuring that construction activities are executed safely, efficiently, and in accordance with project specifications, schedules, and quality standards. This role is to cover the needs of the Client/Owner in daily activities in Daily permit writing requirements, oversight of Tank construction activities, Daily toolbox safety meeting engagement, Inspection of the worksite, Tank repairs, photographs of progress and assigned duties from the Client/Owner as directed. This position works and acts as the Owners representative on project without much oversight from the client site around the country. This individual must be a self-starter and be able to take directions from Owner and relay needed direction on the field activities.

Essential Duties & Responsibilities
  • Represent the Client/Owner in daily field operations and construction activities.
  • Coordinate and oversee tank construction, repair, maintenance, and inspection projects.
  • Review, issue, and monitor daily work permits to ensure compliance with site-specific requirements and safety standards.
  • Lead and actively participate in daily toolbox safety meetings, promoting a strong safety culture among contractors and project personnel.
  • Conduct routine field inspections to verify compliance with project specifications, applicable codes, and safety requirements.
  • Monitor contractor performance, workmanship, productivity, and adherence to project schedules.
  • Identify and communicate potential project risks, delays, and field issues to the Owner and recommend corrective actions.
  • Maintain detailed project records, including daily reports, progress photographs, observations, and incident documentation.
  • Coordinate with operations, maintenance, engineering, inspection personnel, and contractors to ensure effective project execution.
  • Verify quality standards are met and ensure work complies with API standards, company procedures, and regulatory requirements.
  • Review project schedules and assist in tracking project milestones and completion dates.
  • Support project turnover activities, punch list development, and final acceptance inspections.
  • Ensure housekeeping, environmental compliance, and site security standards are maintained throughout project execution.
  • Travel to client sites as required and serve as the Owner's field representative on projects throughout the United States.


Minimum Qualifications:
  • 10 plus years Oil & Gas, Refinery and or general construction as an inspector, supervisor, site manager
  • API 653 Certification required, other API certifications are a plus
  • Valid TWIC Card
  • Valid Driver's License
  • Must be able to work at Heights and Day or Night shifts as required
  • Able to work in the US without any sponsorships
  • OHSA 10 & OHSA 30 are also a plus but not required


Physical Requirements
  • Ability to walk construction sites for extended periods.
  • Ability to climb ladders, stairs, scaffolding, and tank structures.
  • Ability to lift and carry up to 50 pounds occasionally.
  • Ability to wear required personal protective equipment (PPE), including hard hat, safety glasses, steel-toed boots, respirators, and fall protection equipment as required.
  • Ability to work in outdoor industrial environments exposed to heat, cold, humidity, noise, and other site conditions.
