Position Title: Construction Manager I (LADPW - Project Management Division III)
Salary Range: $152,000 - $162,000 annually
Job Description:
- Supports the Construction Management (CM) and Inspection teams within Public Works' Project Management Division III to strengthen construction management practices, consistency, and staff development across multiple sections.
- Leads structured onboarding sessions for newly assigned Construction Managers and Inspectors, ensuring consistent understanding of Division requirements and how they apply to construction delivery.
- Identifies training gaps and recommends improvements to onboarding, technical training, and professional development programs.
- Provides mentoring and guidance to County staff and consultant personnel to promote consistency in construction management best practices.
- Supports management and supervisors with staff alignment, including project and inspector assignments, program staffing coordination, and interpretation of portfolio and performance reports.
- Assesses current construction management workflows, procedures, and business practices across all infrastructure construction management sections, identifying gaps and inefficiencies.
- Develops recommendations for standardized procedures, guidance documents, checklists, templates, and best practices.
- Evaluates coordination between County staff, consultants, project sponsors, and stakeholders to improve project execution.
- Leads recurring construction portfolio reviews with Unit Heads and Project Controls, covering schedule performance, budget status, change management, risk items, and upcoming milestones.
- Prepares summary reports, dashboards, and briefing materials for Section Head and Division-level reviews.
- Performs focused data checks and analyses ahead of key meetings (Board of Supervisors, Metro, Caltrans, strategic delivery partners, and sponsor report-outs), prioritizing high-risk or strategically significant projects.
- Identifies recurring trends, lessons learned, and continuous improvement opportunities.
- Serves as an independent, objective resource on construction management best practices and operational effectiveness.
- Facilitates communication and resolution of procedural issues between project teams and management.
- Performs special assignments, operational reviews, and targeted analyses as requested by Section Heads.
- Facilitates clarification of roles, responsibilities, and handoff processes with sponsor divisions, including transitions between Project Managers and CM & Inspection staff at construction start and closeout.
RequirementsMinimum Requirements:
- Minimum of five (5) years of construction management experience managing horizontal infrastructure projects.
- Licensed professional or Certified Construction Manager (CCM) credential.
- Demonstrated experience in horizontal public works construction, including Greenbook and Caltrans construction practices, construction administration, inspection, and contract management.
- Experience with public agency project delivery.
Required Education
- Bachelor's degree in Architecture, Civil Engineering, Construction Management, or a related field required.
Knowledge/Skills
- Effective oral and written communication skills, with a strong ability to facilitate project team and client meetings.
- Ability to independently complete assignments and develop and maintain logs.
- Ability to interpret contract plans and specifications, including other agency permits.
- Ability to effectively monitor and coordinate project activities with various project stakeholders.
- Ability to adapt and respond effectively to project issues and challenges.
- Working knowledge of Greenbook or Caltrans specifications.
Additional Requirements
- Position is full-time and primarily in-office; a hybrid schedule may be acceptable.
