Our firm is currently looking for a Construction Manager based in the Los Angeles, CA area. The Construction Manager will successfully support operational efficiency and provide insight into current operations and provide recommendations for process improvement. This role will not actively manage specific projects, but rather be a consultant tasked with improving operational performance for a large public institution. Essential Duties & Responsibilities:- CM / Inspector On-Boarding & Assignment Alignment:
- Conduct structured on-boarding sessions with newly assigned CMs and Inspectors, ensuring consistent understanding of PMD III requirements and how they apply to construction delivery.
- Identify training gaps and recommend improvements to onboarding, technical training, and professional development.
- Provide mentoring and guidance to County staff and consultant personnel to promote consistency in construction management best practices.
- Support management and supervisors with staff alignment, including project and inspector assignments, program staffing coordination, and interpretation of portfolio and performance reports.
- Process Improvement & Operational Assessment:
- Assess current construction management workflows, procedures, and business practices for all of infrastructure construction management (multiple sections).
- Identify process gaps, inefficiencies, and opportunities to improve consistency, communication, and project delivery.
- Develop recommendations for standardized procedures, guidance documents, checklists, templates, and best practices.
- Evaluate coordination between County staff, consultants, project sponsors, and stakeholders to improve project execution.
- On-Going Portfolio Reviews & Reporting:
- Lead recurring construction portfolio reviews with Unit Heads and Project Controls, covering schedule performance, budget status, change management, risk items, and upcoming milestones.
- Prepare summary reports, dashboards, and briefing materials for Section Head and Division-level reviews.
- Perform focused data checks and analyses in advance of key meetings (e.g., Board of Supervisors, Metro, Caltrans, strategic delivery partners, or sponsor report-outs), prioritizing projects that are upcoming, high-risk, or strategically significant.
- Identify recurring trends, lessons learned, and opportunities for continuous improvement.
- Other On-Going Section Support:
- Serve as an independent resource to provide objective observations and recommendations regarding construction management best practices and operational effectiveness.
- Facilitate communication and resolution of procedural issues between project teams and management.
- Perform special assignments, operational reviews, and targeted analyses as requested by the Section Heads.
- Facilitate clarification of roles, responsibilities, and handoff processes with sponsor divisions, including transitions between Project Managers and CM & Inspection at construction start and closeout.
Required Education and Experience:- Bachelors degree in Architecture, Civil Engineering, Construction Management, or related field.
- Minimum 5 years (CMI), or 10 years (CMII) of construction management managing horizontal infrastructure projects.
- Licensed professional (RA/PE) or Certified Construction Manager (CCM) required.
- Effective oral and written communication skills.
- Ability to independently complete assignments.
- Ability to develop and maintain logs.
- Ability to interpret contract plans and specifications, including other agency permits.
- Ability to effectively facilitate project team and client meetings.
- Ability to effectively monitor and coordinate project activities with the various project stakeholders.
- Ability to adapt and respond effectively to project issues and challenges.
- Knowledge of the Greenbook or Caltrans specifications.
- Experience with County of Los Angeles Building Code and Standards.

The salary range for this full-time role is $120,200.00-$160,266.69 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate's experience, skills, and qualifications, including client requirements.
