ASRC Federal Agile Decision Sciences LLC is seeking a Business Analyst (Journeyman) with an active US Government Security Clearance to support the U.S. Army CECOM Army Software & Innovation Center (ASIC). This role is the functional requirements expert who ensures developers always have clear, validated, and unambiguous requirements - so the team delivers the right product the first time. Embedded with the development team throughout the Agile delivery cycle, the analyst interprets business and mission needs, translates them into developer-ready work, and confirms that what is built matches what the mission requires.

As an established individual contributor, the Business Analyst works independently under general supervision on moderately complex efforts, formulating systems scope and objectives relative to mission requirements and creating the detailed specifications from which work is executed. The position fills the functional gap that currently slows development and drives rework - protecting sprint velocity, reducing defects, and keeping delivery aligned to mission needs, without requiring deep software-engineering expertise.

Key Responsibilities

  • Interpret business and mission requirements accurately and translate them into clear, validated, unambiguous functional requirements so intent is never lost in translation.
  • Decompose high-level needs into actionable, developer-ready work - user stories, acceptance criteria, and detailed functional specifications the team can execute immediately.
  • Provide continuous functional support to the development team throughout each sprint, resolving requirements questions in real time to eliminate delays and rework.
  • Serve as the functional bridge between stakeholders, users, and developers, using clear and simple communication to remove ambiguity and accelerate delivery.
  • Consistently validate delivered functionality against requirements and mission needs, supporting acceptance and user-acceptance testing to confirm the product meets intent.
  • Formulate and refine systems scope and objectives relative to the organization's mission plan and operational requirements.
  • Capture and maintain requirements traceability and supporting documentation across sprints and releases.
  • Facilitate requirements elicitation and refinement sessions with functional stakeholders and the development team.

Required Qualifications
  • Bachelor's degree, or 4 additional years of equivalent combination of education and experience (one year of education equates to one year of experience).
  • 2-4 years of professional business analysis or systems-analysis experience supporting software or IT delivery.
  • Demonstrated ability to elicit, analyze, and document functional and business requirements for a development team.
  • Experience translating high-level needs into user stories, acceptance criteria, and functional specifications.
  • Strong written and verbal communication; able to bridge functional stakeholders and technical developers and remove ambiguity.
  • Experience validating delivered functionality against requirements (acceptance / user-acceptance testing).
  • Ability to work independently under general supervision and manage multiple requirements deliverables to sprint and release deadlines.

Preferred Qualifications
  • Experience as a Business Analyst within an Agile / Scrum delivery environment, supporting development sprint-by-sprint.
  • Familiarity with U.S. Army / DoD programs, terminology, and software delivery (CECOM / ASIC experience a plus).
  • Experience with requirements-management and backlog tools (e.g., Jira, Azure DevOps, Confluence, or similar).
  • Skill in developing process flows, use cases, and requirements traceability matrices.
  • Business analysis certification (e.g., IIBA ECBA/CCBA/CBAP) or Agile certification.


Security Clearance & Eligibility

An active U.S. Department of Defense Secret security clearance is preferred; the specific clearance requirement must be confirmed against the governing task order. U.S. citizenship is typically required for access to Army systems and facilities. Final clearance and eligibility requirements will be verified during the hiring process.
