Position Title: Change Manager Location: U.S. Department of Agriculture 1400 Independence Ave., SW Washington, DC 20250 Period of Performance: Start Date: One 1-year base period plus 1-year option periods Place of Performance: Remote (Mostly Remote - needs to be able to attend meetings at USDA in DC) Position Summary: The Change Manager will support the USDA's Enterprise Human Capital Modernization & Transformation initiative. In this role, the Changer Manger leads change strategy, stakeholder engagement, and user adoption. Develops training materials and readiness assessments to support transitions to new systems and processes. Key Responsibilities: • Core Deliverables: Communications, training, stakeholder engagement, readiness assessments, user adoption. • Business & Functional Analysis: Requirements gathering, readiness assessment, risk analysis, UAT support, business process development • Change Management & Communications: Communication plans, stakeholder engagement, training, readiness, adoption metrics, organizational change strategy • Knowledge Transfer: Training, SOPs, workshops, shadowing sessions, documentation, repository management Required Qualifications: • Years of Experience: 3 to 5 years of progressive professional experience in change management, organizational change, or business analysis. • Change Strategy & Implementation: Experience developing and implementing change management strategies and plans supporting program, system, data, and process transitions. • Stakeholder Analysis & Readiness: Experience conducting stakeholder analyses, impact assessments, and readiness evaluations supporting organizational and operational change. • Engagement & Resistance Mitigation: Experience developing and maintaining change strategies, stakeholder engagement plans, and resistance-mitigation plans. • Data SME Communication & Outreach: Experience developing communication plans for agency data SMEs that address data cleanup and validation expectations and managing outreach to improve mission-area participation in data preparation. • Training Analysis & End-User Adoption: Experience supporting training needs analysis, training development coordination, OPM's train-the-trainer model, and end-user adoption. • Adoption Metrics & Risk Advisory: Experience monitoring and reporting change adoption and effectiveness using metrics, surveys, and feedback mechanisms, and advising leadership regarding organizational change risks, issues, and opportunities. Education • Bachelor's degree in Computer Science, Information Systems, Information Technology, Computer Engineering.
