About the Role
Were hiring an AVP- Technology Program Management Office, to lead the execution engine for one of AT&Ts most important technology transformations. This senior leader will bring structure to complexity, build durable operating capability, and help deliver a multi-year transformation with clarity, predictability, and accountability.
Sitting within Business Support Systems Engineering (BSE), part of the Consumer Technology Experience (CTX) organization, this leader will own the Technical Program and Project Management function and Program Management Office for the BSSe program. The mandate is clear: enable teams to move faster, make better decisions, and deliver measurable transformation outcomes.
Deliver the target-state stack, safely migrate customers from legacy platforms, reduce transition risk, and improve business readiness.
Make delivery more predictable through credible plans, clear milestones, visible dependencies, realistic forecasts, and actionable decisions.
Unify product, engineering, architecture, operations, delivery, legacy, migration, vendor, and transformation teams around shared priorities and outcomes.
Strengthen migration governance, decision speed, accountability, and program and project management maturity across the transformation.
This leader will also serve as the primary BSSe interface to the Enterprise Transformation Office, translating BSSe plans, risks, dependencies, and performance into enterprise-ready insight and helping drive cross-program alignment, executive decision-making, and interdependency resolution.

What Youll Do
Lead the Technical Program and Project Management Office
Own the BSSe Technical Program Management Office, including the operating model, governance, standards, cadences, and leadership expectations.
Create one integrated execution system across product, engineering, architecture, operations, delivery, legacy, migration, vendor, and transformation teams.
Turn complexity into clear decisions, tradeoffs, risks, recommendations, and executive-ready actions.
Build a World-Class Execution Capability
Elevate program and project management from coordination to strategic delivery leadership.
Define the playbooks, decision rights, execution frameworks, and quality standards required to deliver at scale.
Build and coach a high-performing team with clear accountability and durable operating capability.
Improve Predictability, Transparency, and Outcomes
Build integrated plans that surface sequencing, dependencies, milestones, risks, and decisions early.
Improve forecast accuracy across scope, schedule, cost, capacity, and migration readiness.
Replace activity reporting with transparent, decision-focused, outcome-driven insight.
Govern Migration as a First-Class Workstream
Plan migration waves with clear sequencing, readiness criteria, decision points, and exit conditions.
Surface customer, operational, technical, and service-continuity risks early.
Protect conversion quality, fallback readiness, stability, and customer experience during transition.
Partner with the Enterprise Transformation Office
Act as the primary BSSe counterpart to the Enterprise Transformation Office for governance, enterprise planning alignment, KPI/status reporting, and executive-ready decision support.
Lead BSSes participation in cross-program interdependency management, ensuring upstream and downstream risks, dependencies, and mitigation plans are visible, owned, and escalated when required.
Translate BSSe roadmaps, integrated delivery plans, and program health into concise, decision-ready narratives for enterprise governance forums, including clear tradeoffs, recommendations, and actions.
Work collaboratively with the Enterprise Transformation Office to improve enterprise transparency, simplify cross-program coordination, and reduce last-minute churnwhile maintaining accountability for BSSes internal execution approach, PMO operating model, and source-of-truth plans.
Create Governance That Accelerates Decisions
Clarify roles, decision rights, escalation paths, and accountability expectations.
Run BSSe governance and enterprise governance engagements that produce decisions, actions, issue resolution, and clear ownershipnot status-only updates.
Set consistent execution standards across FTEs, contractors, managed service providers, and vendor partners.
Lead the Shift to AI-Native Ways of Working
Embed AI into planning, reporting, forecasting, dependency mapping, decision support, communications, and risk detection.
Coach teams to use AI as a practical execution accelerator in daily program and project management work.
Measure AI adoption through faster cycles, better insight quality, improved capacity, and stronger delivery outcomes.
What Youll Bring
Bachelors degree (BS/BA) in Computer Science desired.
10+ years of related experience.
Senior leadership experience driving large-scale technology transformation, enterprise platform modernization, complex software delivery, or migration programs.
Deep program and project management expertise, with demonstrated success improving delivery predictability, dependency management, executive transparency, and cross-functional execution.
Experience building high-performing teams, setting standards, coaching leaders, and creating durable operating capability.
Executive presence and communication skills to influence across Engineering, Product, Architecture, Security, Data, Operations, Finance, vendors, and senior leadership forums.
Experience partnering with an enterprise transformation office, corporate PMO, or strategy/governance function in a complex transformationwhile preserving clear execution ownership within the delivery organization.
Strong judgment in translating ambiguity, complexity, and competing priorities into clear plans, tradeoffs, recommendations, and decisions.
Preferred Experience
Experience in BSS, telecom, supply chain, customer migration, or large enterprise platform transformations.
Experience modernizing program and project management operating models, tools, templates, cadences, governance forums, and reporting practices.
Experience applying AI-enabled tooling to improve planning, reporting, forecasting, risk detection, productivity, quality, or execution insight.
Strong business acumen in portfolio planning, capital planning, financial governance, vendor performance, resource planning, and execution oversight.
Our AVP-Technology Program Management Office earns between $227,600 - $382,300. Not to mention all the other amazing rewards that working at AT&T offers. Individual starting salary within this range may depend on geography, experience, expertise, and education/training.
