Job DescriptionGeneral Description: This position performs advanced (seniorlevel) accounting work in the general ledger/security section of Financial Management, to include preparing financial statements, records, documents, reports, and reconciliations. Work involves the daytoday oversight of general ledger activities to include interactions with accounts payable, accounts receivables, and budget sections in a timely and efficient manner. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position reports to the Director of Finance (Chief Financial Officer).
General Duties and Responsibilities: - Plan, organize, coordinate, and direct programs to control the financing of agency operations.
- Assist with the allocation of state and federal funds to agency programs and develop effective plans for verifying and reconciling federal funds used in financial operations.
- Formulate and revise agency policies regarding the use of operating funds.
- Design and implement accounting systems to improve financial operations
- Coordinate data compilation for annual financial reports.
- Develop methods for the control of cash receipts, deposits, and the documentation of claims for payment from suspense fund.
- Prepare reports, schedules, and exhibits related to the Annual Financial Report.
- Prepare monthly reconciliation of Expenditures/Revenue between CAPPS and USAS
- Audits accounting and financial documents for accuracy and compliance with policies and procedures and with state and federal statutes.
- Reconciles accounts and bank statements or appropriation balances
- Assist with Asset Management inventory and reconciliation.
- Assists with 1099 reporting
- Assist with quarterly review of Binding Encumbrances and Payables
- Attends CAPPS User Groups, contributing to development of business processes
- May review travel reimbursements by verifying travel expense reports, advance payment request
- May review accounts payable invoices.
- May assist others in the section during peak periods.
- May also involve maintaining and balancing accounts and financial records.
- Perform other accounting duties and related work as assigned.
Knowledge Skills or Abilities: - Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems.
- Knowledge of governmental accounting, budget control methods, policies and procedures; and of law and regulations pertaining to financial operations.
- Knowledge of Texas state agency operations, policies, and procedures preferred
- Knowledge of automated financial systems
- Skill in the application of accounting theory and techniques
- Skill in the use of computer and applicable software including Microsoft excel and word
- Ability to interpret and apply accounting theory; to interpret laws and regulations; to work accurately with numerical detail; to analyze, consolidate, and interpret accounting data; and to communicate effectively.
- Ability to plan and direct accounting programs, to budget funds, to set up accounting systems, and to supervise the work of others.
- Ability to document financial procedures in a manner to ensure process can be reproduced.
Required Minimum Education and Experience: - Graduation from an accredited fouryear college or university with major coursework in accounting or related business field.
- Seven (7) + years' experience working in an accounting or budget environment in a state of Texas agency.
Preferred Qualifications: - Extensive experience using the Comptroller of Public Accounts (CPA) Uniform Statewide Accounting System (USAS).
- Extensive experience using the CPA's Centralized Accounting and Payroll/Personnel System (CAPPS).
- Understanding of general ledger accounting and financial operations at a state agency including yearend close out, the preparation of the annual financial report, and suspense fund activities.
- CAPPS security protocols and best practices.
- Must possess strong communication skills and abilities to handle multiple priorities, including time management and prioritization skills, and work efficiently.
