POSITION OVERVIEW:

This position serves as the Data Analytics & Warehousing Director within the Division of Enterprise Innovation & Technology (DEIT) at the Agency for Health Care Administration.

The position reports directly to the Deputy Secretary for Enterprise Innovation & Technology / Chief Information Officer and directs the Enterprise Warehousing & Data Analytics unit - a blended team of Agency FTE, OPS, and contracted staff augmentation resources multiple teams across two supervisory work units: Data Warehousing & Analytics, and Systems & Reporting.

The position is accountable for the Agency's data analytics program, its enterprise data warehouse and analytics platforms, and the data services supporting Medicaid Enterprise Systems (MES) modernization, Agency program areas, and statutorily required health care data reporting.

This is a supervisory position in the Selected Exempt Service.

Data Analytics Program Management and Delivery
• Direct the Agency's data analytics program, leading a team of analytics developers and report writers who fulfill data requests and produce dashboards, visualizations, and recurring and ad hoc reporting for Agency program areas, executive leadership, the Legislature, and federal partners.
• Own the analytics work intake and ticket queue. Establish request intake standards; triage, prioritize, and assign incoming requests; set and communicate delivery commitments; and report queue volume, cycle time, and aging to the Chief Information Officer and to requesting business units.
• Establish and enforce development standards for analytic products, including query and dataset construction, visualization and dashboard design, accessibility, version control, peer review, and validation of results prior to release.
• Conduct requirements sessions with Agency program offices to translate business questions into data requirements and analytic products, and review deliverables with requestors before acceptance.
• Maintain a catalog of production dashboards and recurring reports, including ownership, refresh schedules, and periodic review to consolidate or retire products no longer in use.
• Ensure that statutorily required data submissions, legislative data requests, and public records requests involving Agency data are accurate, complete, and timely.

Enterprise Data Warehouse and Analytics Platform Delivery
• Direct the design, build, operation, and lifecycle management of the Agency's enterprise data warehouse and analytics platforms, including the ingestion, integration, storage, and curation of data from Medicaid Enterprise Systems and Agency program systems.
• Establish and enforce platform standards for data modeling, ETL/ELT pipeline design, performance tuning, capacity planning, and release management, in coordination with Enterprise Architecture and Cloud/Infrastructure.
• Approve technical designs and establish service levels for platform availability, refresh frequency, and data latency; monitor performance against those service levels and direct corrective action when they are not met.
• Serve as the division's technical authority on data warehousing and analytics platform decisions and represent those decisions in Agency architecture review and change governance forums.

Supervision and Personnel Management
• Supervise assigned employees and lead them toward the successful execution of unit and individual objectives. Exercise independent judgment in the hire, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, and discipline of subordinate employees.
• Establish annual performance expectations, conduct performance reviews in the People First system, and document employee performance consistent with Agency and Department of Management Services policy.
• Assign and balance workload across the Data Warehousing & Analytics and Systems & Reporting units; approve leave, timesheets, and training requests.
• Identify skill gaps and maintain cross-training and succession plans for critical data platform roles.

Data Governance, Quality, and Stewardship
• Develop, implement, and maintain enterprise data governance policies, standards, and procedures addressing data quality, master and reference data, metadata, data cataloging, and data lineage.
• Chair or participate in Agency data governance bodies; adjudicate data definition and data ownership disputes among program areas and recommend final policy positions to the Chief Information Officer. Decisions made in this area establish authoritative data definitions used Agency-wide and in reporting to the Legislature and federal partners.
• Establish measurable data quality thresholds, publish recurring data quality results, and direct remediation where thresholds are not met.
• Ensure data management practices comply with HIPAA, applicable federal MES certification requirements, and Agency records retention schedules.

Data Security, Privacy, and Risk Management
• Coordinate with the Agency Information Security Manager to apply access controls, least-privilege provisioning, de-identification, and audit logging across warehouse and analytics environments.
• Identify, document, and mitigate data-related operational risks; maintain and remediate Plan of Action and Milestones (POA&M) items applicable to data platforms.
• Support incident response for events involving Agency data assets, and review and document data-sharing arrangements with external entities in coordination with Legal and Privacy.
• Ensure disaster recovery and continuity of operations provisions for data platforms are documented and periodically tested.

Resource, Contract, and Fiscal Management
• Oversee contracted and staff augmentation resources supporting the unit, including scope definition, deliverable review, invoice approval, and performance monitoring.
• Provide requirements and cost estimates supporting the Legislative Budget Request, spending plans, and procurement documents for data platform tools, licenses, and services.
• Monitor expenditures against allotment and report variances to the Chief Information Officer.

Other Duties as Assigned
• Complete other duties and special projects as assigned, and lead them to completion when assigned to employees reporting to this position.
• Participate in Agency emergency response and continuity of operations assignments as directed.
• DEIT is headquartered in Tallahassee, FL; however, the incumbent may be located in any of the counties in which there is an AHCA Area Office or in the DEIT headquarters office in Tallahassee, FL.
• This position has been identified as mission-essential.

The incumbent in this position may be required to work during the weekend or on holidays.

In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.

Emergency work may involve the incumbent working in another county or staffing location to assist other State Agencies with emergency work.

Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
• Data warehouse architecture, dimensional and relational data modeling, and ETL/ELT design and operation.
• Enterprise data governance frameworks, data quality management, master and reference data management, and metadata and data lineage practices.
• Business intelligence, analytics, and visualization platforms, including dashboard and report development, administration, and validation of analytic output.
• Service management and work intake practices for a shared analytics service, including ticketing systems, prioritization methods, and throughput and cycle-time measurement.
• Relational and cloud database platforms, SQL, and query and workload performance optimization.
• HIPAA privacy and security requirements and the handling of protected health information and other confidential data.
• Medicaid Enterprise Systems, health care claims and encounter data, or comparable large-scale program data environments.
• State of Florida budget, procurement, and personnel processes (preferred).

Ability to:
• Supervise, evaluate, and develop technical staff, including blended teams of FTE, OPS, and contracted resources.

MINIMUM QUALIFICATIONS REQUIREMENTS
• Seven (7) years of experience supervising technical staff, including responsibility for assigning work and completing performance evaluations.
• Five (5) years of professional experience in data warehousing, business intelligence, or data analytics, including experience developing or directing the development of dashboards, visualizations, or reports.
